- Contract Data Requirements List (CDRL) for the PACE Multi-Angle Polarimeter (MAP) Instrument Multi-Angle Polarimeter (MAP) Instrument Requirements Document PACE Environmental Requirements Document (ERD) General Systems Design Document (GSDS) Spacecraft to Multi-Angle Polarimeter (MAP) Instrument Interface Requirements/Control Document (IRD/ICD) Mission Assurance Requirement (MAR) SOW NASA/GSFC plans to issue a Request for Proposal (RFP)] for Plankton, Aerosol, Cloud ocean Ecosystem (PACE) Multi-Angle Polarimeter (MAP). The MAP will measure spectral polarized and unpolarized radiances from the ultraviolet to short-wave infrared (SWIR) wavelengths to enable advanced cloud and aerosol particle science, as well as improve atmospheric correction for the primary PACE instrument, Ocean Color Instrument (OCI). The Government does not intend to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 336419 and 1,000 employees, respectively. The PACE project is being executed as a Design-To-Cost (DTC) mission where a fixed amount of funding has been allocated to execute all aspects of the mission. The MAP instrument will be a secondary instrument on the PACE spacecraft, if cost for the MAP instrument exceeds the allocated budget for the instrument, a MAP instrument will not be procured. It is anticipated that the MAP instrument will be procured as a Firm Fixed Price contract with a base period acquisition limit amount of $16 million. Only Offerors submitting proposals within the base period acquisition limit will be considered. Failure to fully comply will render the proposal unacceptable with no further consideration for contract award. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about February 25, 2017 with an anticipated offer due date on or about April 11, 2017. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Government will not release a Draft Request for Proposal therefore prospective Offerors are encouraged to review the enclosed draft MAP applicable requirements documents and respond to this announcement with any questions concerning the draft documents or acquisition approach. Prospective offerors shall also notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). All contractual technical questions must be submitted in writing (e-mail). Telephone questions will not be accepted.
