Description
1 The National Cemetery Administration issued a requirement to repair the Fort Harrison National Cemetery Lodge Roof cornices, dormers and eaves at Fort Harrison National Cemetery, Solicitation Number: VA786-17-R-0121. Project Location: Fort Harrison National Cemetery, 8620 Varina Road, Henrico, VA 23231. The Contractor: Shall provide all labor, tools, materials, equipment, design services, and supervision necessary to repair the Fort Harrison National Cemetery Lodge roof cornices, dormers, and eaves as required by the specifications and drawings. Specific Work Items: The Contractor shall remove all deteriorated lodge mansard roof base cornice, slope change reave, face corner boards, and dormer window materials and replace them with components that match as closely as possible the original material, design, color, texture, and other qualities. Roofing components and terms are defined in the attached photos. The scope of work does not include any repair work below the original lodge roof cornices or on any additions to the original lodge. Work shall be in compliance with all applicable Federal, State, & Local Codes, and VA specifications. The VA specifications include, but are not limited to, the following requirements: A. Contractor shall remove all leaves and debris from the roof and in the gutters prior to power washing the roof eaves, corner boards, dormers, and cornice frieze boards. The Contractor shall develop photographic documentation and dimensioned sketches of the existing building roofing to include cornice and eave construction. Contractor shall submit the photographic documentation and sketches to the COR prior to beginning full demolition. B. Contractor shall temporarily relocate building power service from the north roof cornice frieze board and soffit and mount it to a stable temporary structure next to the building prior to repairs to the cornice. Contractor shall remove all conduits and wiring from the building power panel to the old air conditioner power disconnect box on west side cornice and the flood lights located on the south side cornice. Contractor shall fill all electrical building penetrations. C. The Contractor shall reuse existing suitable cornice brackets, crown molding, and other historical materials to the maximum extent possible; however, the scope of work establishes replacement component levels at the following percentage levels: 1. Cornice a. Flashing 100% b. Gutters 100% c. Soffit 100% d. Fascia Boards 70% e. Crown Molding 50% f. Brackets 40% g. Sheathing 40% h. Frieze Board 40% i. Rafters and lookouts 25% 2. Slope Change Eave a. Crown molding 25% b. Frieze Board 25% 3. Roof Face Edges a. Edge Board 25% 4. Dormers a. Drip Edges 25% D. Reused materials shall have heavy paint buildup removed to the original component dimensions. Joint shall be scraped and cleaned with repairs made utilizing epoxy based fillers. E. Seal all joint between wooden and stone faces with minimum 30 year rated sealant. F. Replace existing gutters, downspouts, and brackets, with new 4 aluminum. Gutters to be painted to match trim. Pre-Bid Site Visit: Bidders are urged and expected to inspect, site investigate by observation, and Request for Information (RFI) and responses through the Contracting Office to satisfy their understanding of the work to be done, all general, local and technical conditions that may affect the cost and the feasibility of their proposal. In no event shall failure to inspect the site constitute grounds for a claim after award. This Acquisition is 100% Service Disabled Veteran-Owned Business Set-Aside. The NAICS Code is 238160. Size standard is $15 Million. Electronic solicitations will be available for download from Federal Business Opportunities (FBO): http://www.FedBizOpps.gov on or around January 24th or 25th, 2017. Responses to the solicitation will be due 21 days after solicitation issue date. Therefore, if solicitation is issued on 25 January 2017, offers would be due by 2:00 p.m., 15 February 2017. Offeror s are advised that they are responsible for obtaining amendments to the solicitation which is available at FBO: http://www.FedBizOpps.gov. No telephone requests will be accepted. Prospective offeror s must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals. (See Provision 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on Request a user account to register. Information shall be submitted in the manner requested in INSTRUCTIONS TO OFFERORS. Failure to submit all documentation required as required so may result in your submission being determined technically non-responsive and removed from further consideration. PRE-BID SITE VISIT: Pre-bid Site Visit inspection is highly recommended, contact the Cemetery Director: Janice M. Hill at (757) 723-7104 or by e-mail at: Janice.Hill@va.gov or the Maintenance Technician: Michael Lawrence at (757) 723-7104 or by e-mail at: michael.lawrence2@va.gov to schedule visit. The Pre-Bid Site Visit will be held at Fort Harrison National Cemetery, located at: 8620 Varina Road, Henrico, VA 23231. In order for the Government to post all questions and answers on FBO pertaining to this solicitation. All questions must be submitted via e-mail to the Contracting Officer: Henry C. Dukes at henry.dukes@va.gov No Later Than (NLT) Thursday, 09 February 2017 by 12:00 PM EST. Any questions generated after the site visit must be submitted in writing and emailed to the Contracting Officer by Noon, Thursday 09 February 2017. Any questions received after that date will be considered too late and will not be answered.
