Description
THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a request for offers or proposals. The United States Holocaust Memorial Museum (the "USHMM") is conducting a market research survey for the purpose of seeking possible contractors capable of providing a cloud-based accounting system (ERP) that is fully compliant with all federal requirements and has existing installations at federal entities. Interested parties should e-mail a written Letter of Interest to Christopher Guy, Director of Procurement (at <cguy@ushmm.org>) on or before February 10, 2017 at 12PM (noon) ET, including reasonably substantiated responses to each of the following questions. All information submitted is subject to verification. USHMM reserves the right but is not obliged to request additional information to substantiate responses. 1. Do you have existing installations at federal entities using the software to account for, report on, and control appropriated funds in compliance with federal regulations? If so please provide details. 2. Is your system fully compliant with all federal requirements for the recording, control and expenditure of federal funds? 3. Does your system produce data for all required federal reports? 4. Do you offer support to keep current with changes mandated by OMB, Treasury, etc. and do you push out patches to keep customers' systems in compliance? 5. Do you have required OMB system certifications and/or required certification and accreditation audits? 6. Can you offer a FEDRAMP-certified cloud-based solution with full vendor hosting and support for the application? 7. Can your system provide a sophisticated chart of accounts capability supporting complex fund and project accounting in addition to the Federal Standard General Ledger chart of accounts (USSGL)? 8. Does your system come equipped with a contracting module capable of generating contract drafts with standard terms and conditions appropriate respectively to expenditures of federally appropriated and donated (private) funds? USHMM will use the information received to determine the availability of technically capable and otherwise responsible firms that would be interested in submitting offers for an anticipated ERP solicitation. With respect to any related solicitation issued in the current fiscal year, USHMM reserves the right to limit competition to those whom the Museum determines meet its qualifications. This notice does not represent a commitment by USHMM to issue a solicitation or award a contract for ERP goods or services.
