Description
AMENDMENT 1 - The purpose of this amendment is to clarify that this RFI requests information and sample units from Original Equipment Manufacturers (OEMs) ONLY and not from resellers or distributors. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY THERE IS NO SOLICITATION PACKAGE AVAILABLE The Naval Air Warfare Center Aircraft Division Lakehurst requests information from Original Equipment Manufacturers (OEMs) pertaining to the Portable Electronic Maintenance Aid (PEMA) program for Commercial off the Shelf (COTS) fully ruggedized clamshell computers. PEMAs are support equipment hardware devices, used by maintenance personnel, in direct support of a Weapon System to perform maintenance, inspection, fault diagnosis and repair tasks. PEMA serves as the host for Interactive Electronic Technical Manuals (IETMs), Automated Logistics Environment (ALE), and Diagnostic/Prognostic applications. PEMA is a COTS product and is standardized across the Fleet. The Government requests information from OEMs on the availability of units capable of performing the requirements stated in the attached Specifications. It is anticipated that a solicitation resulting from this RFI, if any, will be for a quantity of up to approximately 3,000 PEMAs per year for four (4) years. OEMs are requested to provide documentation describing units meeting these requirements. Use Appendix A of the Specifications to annotate compliance with each requirement, and the verification method. Also provide documentation from independent laboratories as proof of Specification compliance where necessary. Additionally, interested sources should include in their submission estimated price information for projected unit costs of equipment that will fully meet the attached Specifications. Finally, the Government requests receipt of five (5) sample units from OEMs in order to perform tests in Government laboratories to verify that the stated requirements can be met: Two (2) units for MIL-STD-810G ("Environmental Engineering Considerations and Laboratory Tests"), one (1) unit for MIL-STD-461G ("Requirements for the Control of Electromagnetic Interface Characteristics of Subsystems and Equipment"), one (1) unit for MIL-STD-464G ("Electromagnetic Environmental Effects, Requirements for Systems"), and one unit for Fleet evaluation. Testing will be conducted in accordance with Section 4 of the attached Specifications. Upon completion of testing, the Government will provide test results of each participant's sample unit to that participant. The Government will not pay for any of the five (5) sample units, nor will it pay for any damages done to the units while in the Government's possession. Due to the testing required, please note that some units may be damaged beyond repair. No solicitation exists. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any monies expended by any interested parties in support of this effort. All data received in response to this RFI, marked or designated as corporate or proprietary, will be fully protected from release outside the Government in accordance with law. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government except in accordance with applicable law. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Failure to respond to this RFI does not preclude participation in any future associated RFP that may be issued.
