Description
The Bureau of Indian Affairs (BIA) is seeking an Indian Economic Enterprise (IEE) to provide all materials, labor, tools, supervision, equipment, manufacturing, transportation service, A&E service and travel in connection with providing one (1) prototype classroom drawing and specification, manufacture three (3) prototype classroom portable buildings and one computer classroom (divided classroom with additional electrical outlets). The Contractor shall transport and set-up portable building at Miccosukee Indian School. SPECIFICATIONS Continuous transportation throughout the life of the building with minimum upgrades is expected. 1. DRAWINGS/PLAN/SPECIFICATION a. Submit A&E within 20 business days from award date. b. Drawings shall be prepared by licensed professional architect/engineer and shall bear their seal. c. Obtain approval from the BIA Division of Safety and Risk Management (DSRM) through the Contracting Officer Technical Representative (COTR) prior to manufacture of the building(s). DSRM shall approve/disapprove submittals within 10 business days. d. Contractor shall be required to submit three complete sets of drawings and specifications through the COTR to DSRM for approval. DSRM will approve/disapprove submittals within 20 business days. Disapproved drawings or specification will need to be resubmitted within seven business days of receiving the disapproved submittals. DSRM will approve/disapprove resubmittals within 10 business days. Revisions to approved submittals will follow the same procedure. e. In the case of discrepancies in figures, drawings, or specifications, BIA shall be notified immediately and the decision shall determine the necessary adjustment(s). The written specification has priority to the design and construction. f. Should it appear that the work intended to be done, or any of the matters relative thereto, are not sufficiently detailed or explained on the drawings or specifications, the Contractor shall apply to the BIA for such further drawings or explanations as maybe necessary, allowing a reasonable time for the BIA to supply same, and the Contractor shall conform to same as part of the Contract. g. Drawings and specifications shall be considered as cooperative, and work or materials called for by one and not mentioned in the other, or vice versa, shall be done and furnished as though treated by both. h. Should any doubt or question arise in respect to the true meaning of drawings or specifications, reference shall be made to the BIA whose decision shall be final and conclusive. i. In unfinished spaces such as ceiling spaces and equipment rooms, all pipe lines shall be run to a continuous grade and square to the building. j. The mechanical elements do not give exact details as to elevations of piping, exact locations, etc. and do not show all offsets, control lines, pilot lines and other installation details. 2. SIZE Two 14 x 64' modules to form a 28' x 64', or 28' x 64' classroom building, containing two separate classrooms, a Boy's and a Girl's Restroom, with handicap accessibility. 3. APPLICABLE CODES AND STANDARD The Contractor shall comply with all Federal, State, and Tribal Laws/Codes and Regulations whichever provides greater protection. The Contractor shall comply with safety provision of 29 CFR 1926 and NFPA 241. 4. FOUNDATION CONSTRUCTION a. Portable building placements shall comply with NFPA 5000, Table 7.3.2.1 horizontal separations apply to the Section 7.3.4.2 Imaginary Line, not the total separation distance between buildings. In effect, the separations are to be doubled. Any portable buildings not sufficiently separated will be considered a single building, and if they are BIA-owned and their combined areas exceed 2000 square feet, they must be protected with a fire sprinkler system accordance with NFPA 13 ordinary hazard design and installation b. Install per their typical foundation system procedures c. Above-grade skirting; matching building exterior if other than metal skirting is utilized. d. Tie-downs and ventilation/access grates/panels 5. FLOOR a. Install per their typical floor procedures as referenced from applicable occupancy chapters 17 b. Insulation: R-30 minimum floors with 6 mil reinforced bottom board poly vapor retardant 6. INTERIOR WALLS a. Comply with NFPA 5000, Chapter 10 b. 2x4 @ 16" O.C. wall framing or metal framing per their typical methods c. 2x4 bottom & top plate or metal framing per their typical methods d. Restroom soundboard or insulation e. Interior finish - 518" vinyl covered sheetrock. Type "X" or equal f. Finished ceiling - suspended T-grid using 2x4, 5/8" drop ceiling tile (Armstrong Cortega Miniboard, or equal by USG or Celotex) and DONN x 24 grid, or equal, ceiling height = approx. 8' high 7. EXTERIOR WALL a. Comply with NFPA 5000, Chapter 37 b. Apply per their typical color scheme selection. Prohibit use of lead-based paint c. R-19 minimum insulation tight to wall with no gaps d. 5/8" interior gypsum wallboard 8. ROOF a. Comply with NFPA 5000, Chapter 38 b. Provide typical gutters, down spouts and splash blocks c. Install per their typical roof, preferably metal roofing procedures 9. DOORS a. Comply with UFAS, including hardware b. Install all commercial lock system per typical procedures c. Interior doors shall have lockset (privacy locks on all bathrooms, passage on storage) d. Sizes: i. Exterior doors metal insulated 3070 with metal pre-finished commercial frame ii. Restroom doors 3068 iii. Storage room doors 2668 iv. All doorways are to offer wheelchair accessibility, including: - 32 clear width when opened 90 - ADAABAAG 404.2.4.1 maneuvering clearance - If the storeroom is not sized to offer ADAABAAG 304 turning space (even considering shelves/storage within), its door must not have a closer, so a mobility-impaired person can back out after suitably approaching/reaching stored materials e. Install commercial standard hinges, door accessories and hardware, per typical procedures f. Install pre-finished hollow core wood door with metal frame and/or typical procedure for interior doors 10. WINDOWS a. Install per typical window (single hung or horizontal slider double glazed with screens) procedures b. Install an egress window for secondary means of escape per typical procedures 11. INTERIOR FINISHES a. Install commercial standard finish per their typical procedures b. Provide chrome toilet fixtures and toilet accessories c. Floor finish as indicated on floor plans both classrooms to be carpet and all other areas to be vinyl finish d. Coat racks/hooks 20 high impact plastic hooks on %" sealed birch plywood (per each classroom) (ADAABAAG) 12. EXTERIOR FINISHES Contractor shall install siding per their typical procedures 13. PLUMBING a. Each of the boys and girls restrooms is to have two accessible porcelain lavatories, of commercial quality, to serve all potential student age groups i Older than 12 years: Rim at 34 above finished floor (AFF), with 27 minimum high knee space ii. 6 12 years old: Rim 31 maximum AFF, with 24 minimum high knee space b. PVC drain, waste and vent lines c. Insulate pipes under accessible lavatory d. Install water lines and fittings per typical procedures e. Install water heater per typical procedures f. Commercial quality fixtures and faucets g. Provide chrome toilet fixtures and toilet accessories h. Toilet Rooms shall comply with both student and adult height. (ADAABAAG) I. To dually accommodate all potential student age groups, a single water closet meeting the following criteria, is to be installed in each of the classroom building restrooms: - Top of seat set at exactly 17 inches AFF - Upper set of grab bars with top at 34 inches AFF - Lower set of grab bars with top at exactly 25 inches AFF - Flush control 36 inches maximum AFF Back wall grab bars may be split as needed to accommodate conflicting flush control - Toilet paper dispenser shall be the type that does not control delivery, and its outlet to be 17 minimum AFF and provide 1 inch minimum clearance to the bottom of the lower grab bar j. Two drinking fountains are required in each building type - Spout 36 maximum AFF, with 27 minimum high knee space - Spout 30 maximum AFF, with 24 inches minimum high forward approach knee space OR Spout 3 inches maximum from units front edge (including bumpers) for a parallel wheelchair approach 14. ELECTRICAL a. Power panel 200 AMP (20-40 circuit), exterior surface mounted breaker panel for ready connection. No connection by Contractor to electrical utility b. Interior lighting - energy efficient type 4' tube recessed fluorescent fixtures T-8 with acrylic lenses and switches. In classroom buildings, need emergency lighting in each classroom and within any exit vestibules/corridors. In accordance with NFPA 5000, 17.2.9 and 11.9.1.2) In all buildings, exit lights with emergency illumination are to be installed at required exit doors and where the continuation of the egress path to an exit door is not obvious. (NFPA 5000, 11.10.1.2) Exit door tactile signage shall be located at each exit door requiring an exit sign. This signage is to comply with ADAABAAG 703.2 and 703.4.1 braille and mounting height requirements. (NFPA 5000, 11.10.1.3) c. Exterior lighting at each exterior door and backside of building - centrally located wall mounted wired to switch. At required classroom building exterior exit discharges, if there is no exterior site lighting to illuminate the means of egress to the public way, need to install emergency lighting on the exterior side of those exit door(s). (NFPA 5000, 11.9.1.2). d. Receptacles 110 V duplex; provide 1 clock outlet 7' high in each classroom; receptacle to be provided for heat tape that is to be installed on all water line piping subject to freezing. Receptacles subject to use by children are to be mounted between 18 and 40 AFF. Non-obstructed receptacles to be only used by adults are to be mounted between 15 and 48 AFF. See ADAABAAG Section 308.2 and 308.3 for maximum mounting heights associated with obstructions. (ADAABAAG 308.1, Figures 308.2.1 and 308.3.1) e. Standalone Fire Alarm system - conduit and standard devices connect to exterior J-box for tie-in on site. Provide the necessary number of pull stations; horn and strobes where required. Strobes are required in vestibules/corridors and in common-use rooms/areas. NFPA 72, 18.4.4.4; ADAABAAG 215.2) f. Switches and cover wall plates- ivory color at all device and outlets. Switches subject to use by students are to be mounted no higher than 40 inches AFF. Non-obstructed switches to be only used by adults are to be mounted no higher than 48 AFF. See ADAABAAG Section 308.2 and 308.3 for maximum mounting heights associated with obstructions. (ADAABAAG 308.1, Figures 308.2.1 and 308.3.1) g. Install smoke detectors in each room as required. As an example, a smoke detector is required in the vicinity of a fire alarm control panel. (NFPA 5000, 55.2.1.4.1(1)) h. Provide two combination telephone and data outlets in each classroom. I. Exhaust fan in each Restroom with individual on/off control switch and to be GFI. j. Install a minimum of eight data wall outlets, location to be specified by user, data outlet shall be wired with cat 5e (category 5e) and terminated in a patch panel or as instructed otherwise. 15. HVAC a. Install one single package heating and cooling unit for each classroom on exterior wall b. ARI capacity 9.0 EER (Energy Efficiency Ratio) and 80% AFUE. C S efficiency c. Programmable night set back thermostats, sheet metal duct with flex run outs to diffuser d. Provide balancing dampers in branch duct run outs to each diffuser e. Economizer cycle and minimum outside air dampers 16. EXTERIOR RAMPS a. Ramp shall comply with ADABAG and NFPA 101, 7.2.5.2 b. Stairs shall comply with ADABAG and NFPA 101, 7.22 c. Dual handrails shall comply to accommodate both elementary height and adult height. (ADAABAAG and Elem. Stds. 4.16, see Sheet A-10 'Accessibility Elements') 17. FIXED EQUIPMENT a. Buildings shall comply with ADAABAAG, incorporating its adult and childrens advisory criteria, as applicable. See previous comments, herein b. Every classroom shall have at least one of its chalkboards, and/or at least one of its marker boards, mounted so the bottom edge(s) is/are no higher than 30 inches AFF. (Note: This is well within ADAABAAG 308.1 ages 5 through 8 child reach range, providing sufficient writing surface for a mobility-impaired child) c. 1 each 4'x8' chalk boards or marker boards per classroom. Owner shall determine type d. 2 each 4'x4' tack boards per classroom. The bottom edge of at least one tack board in each classroom is to be mounted sufficiently lower than ADAABAAG 308 adult reach range criteria, to allow use by a mobility-impaired adult e. Portable fire extinguisher per classroom with recessed cabinet. The top of the fire extinguisher to be mounted no higher than 48 AFF. (Note: This is to establish ADAABAAGs maximum adult reach range.) f. Mini-Blinds at each window 18. TRANSPORTATION a. Prior to delivery, Contractor shall provide route verification to final location of the building. b. Cost shall be inclusive of all transportation charges including but not limited to: escort services, miles (in accordance with Federal Travel Regulations), labor, fees, surcharges, etc. c. Transportation per state and tribal requirements and permits. 19. SET-UP SERVICES a. Contractor shall obtain all site conditions for set-up and before transportation service. b. Provide all labor, material and services for set-up. c. Install grading to slope away from building foundations in accordance with NFPA 5000, 36.8.5. d. Install skirting around perimeter of building, if necessary per their typical procedures. e. Grade accessible route (1:20 maximum slope) from site arrival points to accessible building entries/exits, between the sites accessible buildings, and accessible exit discharge to public way (ADAABAAG 206.21, 206.2.2, 207.1; NFPA 5000,11.5.4.3) f. Complete accessible route and exit discharge surface to comply with ADAABAAG 403 (Walking Surfaces) requirements. If needed, ramps in compliance with ADAABAAG 405 shall be installed. 20. BUILDING MATERIALS a. Contractor shall provide a list of building materials that will be utilized for the manufacture of the prototype building. b. Comply with the Section 9002 of the Farm Security and Rural Investment Act of 2002 (FSRIA), Executive Order 13423, Strengthening Federal Environmental, Energy and Transportation Management and the Federal Acquisition Regulation to provide bio products. c. Utilize products and materials made from biobased materials to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user. d. Under the Comprehensive Procurement Guidelines (CPG), the U.S. Environmental Protection Agency designated products and published recycled-content recommendations for ConstructionProducts. http://www.epa.gov/epawaste/conserve/tools/cpg/products/construction.htm e. Utilize non-asbestos containing materials. 21. OTHER SERVICES a. Demolish existing parking lot and tennis court, for acceptance of the four new buildings b. Provide 5 wide concrete accessible walkway from each building connecting to the nearest accessible route and connect sidewalks to main building with cross walk at roadway c. Parking shall be provided as in site plan d. Provide covered walkways from each of the four buildings to main building. over road way, the covered walkway at the roadway shall be install at the required height to allow larger delivery vehicles access to the rear of the main building without obstruction. e. Traditional huts next to project location are not to be disturbed in any way shape or form f. Installation of utilities per site plan. Electrical connect shall meet or exceed NEC standards. HVAC units shall be connected and tested and shall be in a good working condition. All plumbing shall meet or exceed UPC, damaged plumbing fixtures shall be replaced and in an operable conduction. g. Fire alarm system shall be connected to the main fire alarm system and meet or exceed NFPA standards all buildings shall be constructed as cable ready units with compute and commination cabling. h. Buildings shall be constructed to withstand hurricane winds speeds and conductions i Buildings must be fastened/anchored in way to prevent movement during hurricane conductions. j. Provide all permits, taxes and building fees associated with the work. SECURITY REQUIREMENTS a. The contractor must follow the security process at the school. The COTR will provide the necessary facility pass requirements, security clearance requirements, etc. The contractor is required to check in and out at the main office daily when entering and leaving the facility. School reserves the right to inspect all boxes, packages etc. coming into and exiting from any facility. b. BIA reserves the right to perform background checks on any person(s) who are to perform work. QUALITY CONTROL In compliance with the contract clause entitle Inspection, the contractor must provide a quality control plan to the CO for acceptance not later than the postaward conference. PERFORMANCE TIME The anticipated performance time is 45 calendar days commencing from the NTP. 20 days after award submit drawings/plans for building. List of building materials are due at time of offer. If an interested IEE, please submit an estimate of entire project and indicate you company is an IEE.
