- Description
- The National Cemetery Administration issued a requirement to Update Existing Alarm System and Concrete Improvement at Fort Custer National Cemetery. Project Location: Fort Custer National Cemetery, 15501 Dickman Road, Augusta, MI 49012. The Contractor shall furnish all labor, tools, materials, equipment and supervision required to provide new concrete pavement to the area identified and upgrade the alarm systems in the Administration Building and Honor Guard Building at Fort Custer National Cemetery in accordance with the attached Scope of Work and associated project specifications all as described herein. Specific Work Items: Provide all labor, materials, tools, equipment, transportation and supervision to construct a new concrete pavement pad near the Maintenance building and update the existing fire and security system in the Administration building and the Honor Guard building at the Fort Custer National Cemetery, Augusta, MI. The work includes site investigation to verify all measurements and site conditions before start of the work and the ordering of any materials. All work shall be performed in a professional workmanship like manner. All adjacent disturbed surfaces shall be repaired to the same quality standards of the existing work and shall also match the adjacent areas. Properly remove and dispose all debris from government property. All work must be in accordance with applicable federal, state and local codes and regulations. The contractor shall be responsible for any applicable permits. A pre-bid visit by the bidder is required to get an accurate understanding of the work. All work shall be performed by a licensed full time professional with two or more years of experience in the respective trade. Adjacent to the maintenance building, provide a new 30 x 50 concrete pad on the north side of the entrance drive (approximately 1500 s.f.). The pad shall have a thickness of 6-inches with 4500 psi strength, low-chert, 6% air entrained, fiber mesh reinforcement and 6x6/W2.9 x W2.9 welded wire fabric (WWF). Haul, spread and compact 8 of DOT aggregate crushed stone base course. Aggregate base course will need to be properly compacted prior to placement of concrete. Provide a uniform light broom finish as well as the required saw cut contraction joints and expansion joints as well as two coats of sealer. Remove topsoil and necessary sub-grade as needed to complete the project. All disturbed turf areas adjacent to the improvement area to be topsoiled (6 ) and sodded (incidental to the project). a) The security fence that will need to remain during construction. If necessary, the fence (not the post) can be temporarily rolled out of the way but must be placed back at the end of each day for security reasons. All work associated with disconnecting and re-connecting the fence is incidental to the project. In the Administration building and the Honor Guard building, update the intrusion alarm and fire detection system to more recent technology utilizing DMP components from All-Tronics (the same company used for all buildings 269-968-7171) or approved equal. In the Administration building; install a DMP fire control command control panel to replace the defective control panel along with the required Power Patrol batteries (2) (with DMP dual battery harness) and an Elk dual phone line surge protector; replace the Faraday fire alarm system with the same DMP control panel; install a DMP keypad, 2 DMP pull stations and 2 Sensor System smoke detectors with one in the furnace room on the east side of the building; replace the Faraday motor bell with a Fike horn strobe for notification along with the required circuit extensions (approx. 200 ). Pre-Bid Site Visit: Bidders are required to make a pre-bid site visit. Such visits must be pre-scheduled and arranged by contacting the Fort Custer National Cemetery Office Supervisor Mr. Adam Bydash at (269) 731-2338 or by e-mail at Adam.Bydash@va.gov The Government will award this solicitation as a Firm Fixed Price Service Contract in accordance with the criteria contained in 52.212-2. This Acquisition is 100% Service Disabled Veteran-Owned Business Set-Aside. The NAICS Code is 238140. Size standard is $15 Million. Electronic solicitations will be available for download from Federal Business Opportunities (FBO): http://www.FedBizOpps.gov on or around January 30th, 2017. Responses to the solicitation will be due 21 days after solicitation issue date. Therefore, since the solicitation will be issued on 30 January 2017, offers would be due by 2:00 p.m., 20 February 2017. All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered. Failure to submit all documentation required as required so may result in your submission being determined technically non-responsive and removed from further consideration. In order for the Government to post all questions and answers on FBO pertaining to this solicitation. All questions must be submitted via e-mail to the Contracting Officer: Henry C. Dukes at henry.dukes@va.gov No Later Than (NLT) Thursday, 13 February 2017 by 12:00 PM EST. Any questions generated after the site visit must be submitted in writing and emailed to the Contracting Officer by Noon, Thursday 13 February 2017.
