Description
The National Cemetery Administration issued a requirement to repair the North Front Gate Post and Gate at the Hampton National Cemetery. Project Location: Hampton National Cemetery, Cemetery Road at Marshall Avenue, Hampton, VA 23669. The Contractor shall furnish all tools, labor, materials, equipment, and services to repair the north front gate and gate at the Hampton National Cemetery (849) as required by the scope and specifications. Specific Work Items: The contractor shall remove the Hampton National Cemetery north post gate and all stone cladding panels, as partially depicted in the photos below, replace the stone panels and repair, sand blast, repaint, and reinstall the gate. Work shall be in compliance with all applicable Federal, State, & local Codes, and VA specifications. The VA specifications include, but are not limited to, the following requirements: The contractor shall complete all plans and submittals prior to removing the gate and stone panels. Contractor shall note the location of all signs on the gate, then remove and secure them for reinstallation after the gate reinstallation has been accepted. Contractor will carefully remove all gate hinge bolts, nuts, and pins and lift the gate away from the post. Any broken hinges, pins, or bolts are to be replaced with the same material of equal or higher strength and a minimum yield strength of 45ksi. Contractor shall remove the bolts securing the iron fence to the north face stone panel and temporarily support it to allow the existing panel to be removed and a new panel to be slide into place. If necessary to place the new panel, the contractor shall remove the fence panel and move it out of the way. Contractor shall replace and paint any fence panel bolts damaged or broken. Contractor shall carefully remove the brass cemetery name plaque and give it to the Cemetery Director for safe handling until it is ready to be reinstalled by the Contractor on the new stone panel. The cemetery name plaque will not be reinstalled until after completed panels have been accepted by the Contracting Officer Representative (COR). The cemetery name plaque will be reinstalled utilizing stainless steel anchors. Contractor shall remove the existing stone post cap and facing panels above the pedestal and dispose or recycle. Contractor shall tuck point the existing pedestal stones before installing and mortaring the new panels into place. After new panels have set the contractor shall mount and mortar the new post cap stone in place. After the new stone panels and capstone have been accepted by the COR, the Contractor shall reinstall the gate and make any adjustments to the hinge system to ensure that it opens and closes correctly. Pre-Bid Site Visit: Bidders are urged and expected to inspect, site investigate by observation, and Request for Information (RFI) and responses through the Contracting Office to satisfy their understanding of the work to be done, all general, local and technical conditions that may affect the cost and the feasibility of their proposal. In no event shall failure to inspect the site constitute grounds for a claim after award. This Acquisition is 100% Service Disabled Veteran-Owned Business Set-Aside. The NAICS Code is 332323. Size standard is 500 Employees. Electronic solicitations will be available for download from Federal Business Opportunities (FBO): http://www.FedBizOpps.gov on or around January 26th, 2017. Responses to the solicitation will be due 21 days after solicitation issue date. Therefore, since the solicitation will be issued on 26 January 2017, offers would be due by 2:00 p.m., 16 February 2017. Offeror s are advised that they are responsible for obtaining amendments to the solicitation which is available at FBO: http://www.FedBizOpps.gov. No telephone requests will be accepted. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals. (See Provision 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on Request a user account to register. Information shall be submitted in the manner requested in INSTRUCTIONS TO OFFERORS. Failure to submit all documentation required as required so may result in your submission being determined technically non-responsive and removed from further consideration. PRE-BID SITE VISIT: Pre-bid Site Visit inspection is highly recommended, contact the Cemetery Director: Janice M. Hill at (757) 723-7104 or by e-mail at: Janice.Hill@va.gov or the Maintenance Technician: Michael Lawrence at (757) 723-7104 or by e-mail at: michael.lawrence2@va.gov to schedule visit. The Pre-Bid Site Visit will be held at Hampton National Cemetery, located at: Cemetery Road at Marshall Avenue, Hampton, VA 23669. In order for the Government to post all questions and answers on FBO pertaining to this solicitation. All questions must be submitted via e-mail to the Contracting Officer: Henry C. Dukes at henry.dukes@va.gov No Later Than (NLT) Thursday, 09 February 2017 by 12:00 PM EST. Any questions generated after the site visit must be submitted in writing and emailed to the Contracting Officer by Noon, Thursday 09 February 2017. Any questions received after that date will be considered too late and will not be answered.
