- ********************NO PHONE CALLS********************** This is a market survey for installing insulation board over the existing roof/counterpoise, installing a copper wire mesh counterpoise, and installing a fully adhered EPDM roofing membrane on the Thule AB VORTAC counterpoise roof, Thule Air Base, Greenland. Vendor will provide all materials, supervision, labor and equipment to perform an EPDM roof replacement according to the attached DRAFT specifications. Site is located at Thule Air Base, Greenland. Project start date is mid March, 2017. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting proposals at this time. The FAA will not pay for any information received or costs incurred in preparing the response to the request for quote. Therefore any cost associated with the request for quote submission is solely at the interested vendor ™s expense. At this time, the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA ™s 8(a) Program. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing roof replacement services as described in the attached DRAFT specifications and drawings. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. In order to make this determination the FAA requires the following from interested vendors: 1. Capability Statement “ Vendors must document they possess the following minimum qualifications and experience: -Minimum of 2 prior projects replacing VORTAC counterpoises, including installation of membrane roof. -Manufacturer-Certified for the installation of EPDM Roofing. -Minimum of 2 years experience installing EPDM roofs -Proven record of staffing and executing a VORTAC counterpoise reroofing project in 14 days or less. -Able to work on United States Government installations 2. Additional information: -Type of services provided by your firm -Size and type of services provided on previous contracts (elaborate and provide detailed information and past performance. -Number of years in business. -Verification of active System for Acquisition Management (SAM) registration. Attached are the DRAFT Specifications and Drawings, and the FAA Business Declaration Form. Please respond by reviewing these items and submitting a completed, signed capability statement and a filled-out and signed copy of the Declaration form (please submit electronically, email to address below). Only vendors who respond to this market survey will receive a Screening Information Request or Request for Proposal that may be generated as a result of this survey. All responses to this market survey must be received by Friday, February 3, 2017, 2:00 PM CT (Oklahoma time). Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
