- DESCRIPTION: The U.S. Army Contracting Command, New Jersey (ACC-NJ) on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (OPM-MAS), is issuing a market survey to identify potential sources that can fulfill the Increased Range Anti-Personnel (IRAP) requirements. IRAP is officially referred to as the XM1166 High Explosive Air Burst (HEAB) Cartridge. This market survey supplements Request For Information (RFI) W15QKN-16-X-02V3 issued on 21 December 2015. XM1166 is a 40mm Low Velocity cartridge that will be fired from the M320 grenade launchers and will require advanced fuze, warhead and airframe/propulsion components to meet performance goals. The Government is seeking information related to an integrated cartridge/system with the capability to defeat armored personnel targets in the open and in defilade with greater accuracy and at increased ranges over current 40mm cartridges. PLANNED ACQUISITION: This notice is being issued for informational purposes only. An Industry Day to discuss future Medium Caliber developmental efforts, including but not limited to 40mm grenades, is being planned for 2QFY17, a separate future notice is forthcoming. The US Army is considering initiating an Engineering & Manufacturing Development (EMD) program starting in FY18 for XM1166. The Army also has developed technologies that industry can use at their option to reduce the risk of an integrated design. SUBMISSION INFORMATION: All responsible, interested sources responding to this notice shall include information regarding their capability to provide an integrated 40mm Low Velocity XM1166 cartridge/system. Interested companies should provide their company name, address, company size (including # of employees), Point of Contact's name, telephone number and email address. In addition where applicable, request that respondent provide the following information: Required Capabilities • Interface and fire from the M320 or M320 and M203 without modification. • Airburst function with Point Detonate (PD) backup/default and self-destruct capabilities. • Resistance to jamming or Counter Radio Electronic Warfare. • Increased lethality to defeat personnel targets with PASGT (NIJ Level II) body armor with a helmet or NIJ Level III body armor with a helmet. • Defeat personnel target in the open and in defilade positions. • Operate at temperature from -25°F to 120°F or -60°F to 160°F. • Maximum projectile range of 500m or 600m. • Reduced ground dispersion at 300m to allow for engagement of point targets. • Reduced recoil to allow for safe fire in all M320 and M203 configurations (not to exceed 60 ft-lbs for the M320 in a standalone configuration). • Useful life of 20 years or more under long-term storage conditions with no required maintenance or rework. System/Cartridge Description 1) Address conformance with the required capabilities listed above. 2) A description of the cartridge's design including dimensions (length, weight, etc). 3) A description of any accessories or enablers (range finder, sight/optics, programmer, fire control, etc.) required to employ the full capabilities of the proposed system/cartridge. 4) A description of how airburst function is achieved and how known error sources are accounted for and/or reduced. 5) A description of how Point Detonate (PD) and Self-Destruction functions are achieved. 6) A description of the warhead and what fragment size, velocities and count that can be achieved. 7) A summary of the Technology Readiness Level (TRL) of the cartridge and accessories/enablers if used. Is the cartridge technology/design still in development or already fielded? 8) Are any IM improvements incorporated into the design of the cartridge to meet requirements of MIL-STD-2105D? 9) Rough Order of Magnitude (ROM) pricing and production/delivery timeframe for ammunition quantities of 10K, 25K, 50K, 100K/yr and enablers (if required) for quantities of 1K, 5K, 10K/yr. Interested sources are encouraged to submit the requested information within 30 days of this notice. All information submitted shall be at no cost or obligation to the Government and information provided will not be returned. Note: THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. This is a Request for Information (RFI) for planning purposes only and shall not be construed as a Request for Proposal, nor as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for information solicited. Participation in this effort is strictly voluntary. Please identify any proprietary information submitted. The Government may utilize the information received to develop the acquisition strategy for future requirements.
