- Page 4 of 16 Department of Veterans Affairs Veterans Health Administration Sources Sought Notice Generator Service and Load Bank Testing This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA s understanding of the market s offered products, services and capabilities. The Government will not pay any costs for responses submitted in response to this Sources Sought. This Sources Sought notice provides an opportunity for respondents to submit their notice of ability, and their available products and services in response to the requirement described below. Vendors are being invited to submit information relative to their potential of fulfilling the requirement below, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. The Veterans Health Administration (VHA) is seeking a vendor to provide the following products and/or services below. Please see the General Requirements section below for the requested products/services and descriptions. This Sources Sought is to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. GENERAL REQUIREMENTS The service provider shall provide all necessary labor, materials, parts, components, tools, supervision, transportation, etc., to provide annual preventive maintenance service and load bank testing in accordance with the manufacturers specified services for emergency generators at the VA Jamaica Plain, West Roxbury, Brockton, Bedford and Northampton (Leeds) sites. Period of performance shall be from Date of Award with four possible (1) year options All materials and parts shall be original equipment manufacturer (OEM).Technicians shall be factory trained and certified by the OEM to perform any service or repairs required by the contract. ANNUAL MAINTENANCE PER CONTRACT REQUIREMENTS SHALL BE PERFORMED AT PREDETERMINED/SCHEDULED TIMES. SCHEDULING SHALL BE ARRANGED WITH THE CONTRACTING OFFICER REPRESENTATIVE (COR). IF THE CONTRACTOR OBSERVES THAT REPAIRS BEYOND THOSE SPECIFIED IN THIS CONTRACT ARE REQUIRED, SUCH REPAIRS WILL BE REPORTED TO THE COR PRIOR TO COMMENCING REPAIRS. CONTRACTOR SHALL WARRANTY ALL WORK BOTH LABOR AND MATERIAL, WHICH MAY BE PERFORMED AND SHALL COMPLETE AND FORWARD ELECTRONICALLY to the COR (AT THE COMPLETION OF EACH MAINTENANCE VISIT), A CHECKLIST ITEMIZING ALL SERVICE PERFORMED AND/OR NEEDED. VENDOR WILL BE REQUIRED TO PERFORM THE FOLLOWING (21) POINT P/M CHECK ON ALL EMERGENCY GENERATORS IN THIS ORDER. VENDOR MUST REPORT FOR CLEARANCE BEFORE PERFORMING ANY WORK ON STATION. VENDOR MUST REPORT TO DESIGNATED BUILDING FOR PARKING PERMIT. VENDOR HAS TO MEET ALL REQUIREMENTS OF OSHA 10 HOURS SAFETY COURSE. VENDOR WILL BE REQUIRED TO REPORT TO DESIGNATED BUILDING TO SIGN IN LOG BOOK BEFORE COMMENCING AND WHEN FINISHING WORK ON A DAILY BASIS UNTIL PROJECT IS COMPLETED WITHOUT EXCEPTION. RECORDING AND VERIFYING UNITS ARE OPERATING PROPERLY IE: PRESSURES, TEMPERATURES, AND ENGINE SPEED. CHECK ENGINE OPERATION NOTING ANY UNUSUAL CONDITIONS OR PERFORMANCE. MINOR ENGINE LEAKS WILL BE CORRECTED AT NO COST TO THE GOVERNMENT, AND MAJOR LEAKS WILL BE REPORTED TO THE COR FOR CORRECTIVE ACTION. FUNCTION TESTING OF AUTOMATIC TRANSFER SWITCHES OR SWITCH GEAR IF POSSIBLE. CHECK GENERATOR BRUSHES AND SLIP RING (IF APPLICABLE) STATOR LEAD SPLICES, CIRCUIT BREAKER. INSPECTION OF BLOCK HEATER AND HOSES. SPECIFICATIONS: VENDOR TO SUPPLY ALL PARTS AND LABOR TO DO COMPLETE ANNUAL SERVICE AND TUNE UP EMERGENCY GENERATORS. EMERGENCY GENERATOR LOAD BANK TESTING LINE (2) VENDOR WILL PERFORM PART TWO OF THE LOAD BANK TESTING OF GENERATORS AT 80% OF GENERATORS CAPACITY AFTER THE 21 POINT P/M SERVICE HAS BEEN COMPLETED. THE SCOPE OF WORK IS AS FOLLOWS: SPECIFICATIONS: VENDOR WILL FURNISH 300 KW LOAD BANK TO TEST GENERATORS UNDER 80% RATED LOAD. TESTING WILL BE DONE ONCE A YEAR. ELECTRIC SHOP PERSONNEL WILL ACCOMPANY THE VENDOR TO EACH GENERATOR SITE TO START GENERATOR AND RECORD READINGS FOR EACH TEST. ALL VA AND ELECTRICAL SAFETY PROCEDURES WILL BE FOLLOWED. TWIST-LOCK CONNECTIONS ARE SUPPLIES AT EACH GENERATOR FOR QUICK CONNECTING MEANS TO BANK. HOURS: WORK PERFORMED BY CONTRACTOR SHALL BE DONE BETWEEN THE HOURS OF 7:30 A.M. AND 4:00 P.M. MONDAY-FRIDAY INCLUSIVE. RESPONSE COMMITMENT Response: All responses should be directed to gary.chandler@va.gov. Submittals furnished will not be returned to the sender. No debriefs will be conducted. Eligibility in participating in a future acquisition does not depend upon a response to this notice. Proprietary information is neither requested nor desired. If such information is submitted, it must clearly be marked "proprietary" on every sheet containing such information, and the proprietary information must be segregated to the maximum extent practicable from other portions of the response (e.g., use an attachment or exhibit). Timeline : This request will close on stated date within the Government Point of Entry (GPE). Please also provide name of company, company address, a contact person s name, telephone number, fax number and email address. DUNS number, and indicate if actively registered on System for Award Management (SAM) Socio-economic Status & NAICS Code: State the size of your company [e.g., 8(a) (including graduation date), HUBZone-certified small business, Service-Disabled Veteran-Owned small business, small business, large business, etc.]. Notes: 1. This Sources Sought is for planning purposes only, and does not constitute a commitment, implied or otherwise, that a procurement action will follow.
