- NOTICE OF INTENT The National Archives and Records Administration (NARA) intends to award a Sole Source, Firm-Fixed Price (FFP) contract to Paradigm Solutions Corp. This Source possesses unique capabilities to perform NARA's needed requirement. The contract's Period of Performance includes one base year and four (4) option years extending to February 2022. The proposed contract action for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302, is for the procurement of OpsPlannerTM Continuity planning, Disaster Recovery and Continuity of Operations Software and Application Hosting. In accordance with National Security Presidential Directive 51/Homeland Security Presidential Directive 20, the National Continuity Policy, NARA is required to maintain an effective readiness posture and comprehensive continuity capability to ensure the continuation of assigned Essential Functions under all emergency hazards. The OpsPlannerTM software is deployed to provide NARA with the capability to meet these essential requirements. OpsPlannerTM is the repository for NARA's emergency plans, alert notification and incident management procedures which are required to be immediately available with 24 hours a day, 365 days a year, in addition to incident management during real world continuity and emergency events. OpsPlannerTM is used to plan and conduct NARA's continuity tests and exercises and evaluate continuity program readiness. This notice of intent is not a request for competitive proposals; however interested parties may identify their interest and capability to respond to the requirement. Respondents must provide their technical capability, pricing data and other information which shows a bona fide ability to meet this requirement no later than 27 January 2017 via email to Mr. Narciso Cruz, at narciso.cruz@narga.gov. Oral communications are not acceptable in response to this notice. No contract award will be made on the basis of information received in respond to this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. THIS NOTICE OF INTENT TO AWARD IS NOT A REQUEST FOR COMPETITIVE QUOTE NOR WILL A REQUEST FOR QUOTE (RFQ) BE ISSUED.
