- The Centers for Disease Control and Prevention (CDC), Office of Acquisition Services (OAS), intends to award a sole-source contract in accordance with FAR 6.302-1, to The Jim Henson Company, Inc., 1416 North La Brea, Los Angeles, CA 90028-7506, to purchase educational media production and distribution services. In order to effectively respond to the Zika Epidemic, CDC has a need for an educational cartoon episode which effectively communicates mosquito-bite prevention methods to children and their families, and can be widely and freely disseminated. The Public Broadcasting Service (PBS) platform is freely available, and airs The Jim Henson Company, Inc.'s science-based children's cartoon "Sid the Science Kid." Since The Jim Henson Company, Inc. has an existing distribution agreement with PBS and has an existing science-based cartoon format that meets CDC's needs, The Jim Henson Company, Inc. is uniquely qualified to create the educational cartoon episode that CDC requires. "Sid the Science Kid" has been on the air since 2008, and has an existing distribution infrastructure. The Jim Henson Company, Inc. has a strategic partnership and contractual relationship with PBS. Given the nature of PBS as a channel and distribution mechanism and the specific qualities of the "Sid the Science Kid" show, CDC believes that it is the only available mechanism to reach the target audience in a novel and highly distributable way. Content created through this contract will be made free and available for download by any educational agency or individual in the world. Previous episodes of health related topics that have been commissioned by HHS (H1N1 in particular) are among the most downloaded episodes due to this open access. PBS is a universally accessible television station in the United States and its territories, and viewers only need a mechanism to connect the TV to a cable outlet to see its programming. No subscription service is required. It is also commonly recognized as a national reference for children's educational programming. PBS is the only channel that fulfills CDC's needs for a universally available and a well-regarded resource tailored to and culturally appropriate for youth education. The Jim Henson Company, Inc. has produced some of the country's most memorable television characters, including "Sid the Science Kid." "Sid the Science Kid" is the only show on PBS that fits into a science-based educational goal, as it focuses on issues around science and health and utilizes audience participation and the Socratic Method to engage young children in complex science-based issues. The CDC intends to make a single award with the following Contract Line Items (CLINs) with an estimated total value of $806,000.00: 0001 Animation Production and Distribution Services; 0002 Optional Travel. The estimated Period of Performance for this contract is 02/01/2017 - 09/30/2017, and the anticipated award date is 01/31/2017. Due to the need to have the majority of production services completed prior to the active 2017 mosquito season, this notice is being posted for a truncated time period.
