- The Mission and Installation Contracting Command at Fort Buchanan, Puerto Rico is conducting market research in order to determine the availability and capability of companies to provide All Hazard Crisis Incident Management Software (CIMS) Solution Procurement - Common Operating Picture (COP). This is a Sources Sought Notification and is for market research purposes only. The purpose of posting this sources sought notification is to locate experiences providers capable of and interested in providing Common Operating Picture at Fort Buchanan, Puerto Rico. The contractor shall provide all personnel, equipment, labor, supplies, tools, materials, supervision and other items necessary to install, train, configure and provide support for Common Operating Picture. Performance Requirements for COP Solution: 1. Must provide the capability to establish, manage, and display a single, identical, and geospatially-referenced operational picture. Provide for information collection, analysis dissemination and data management from multiple sources. Must integrate with web access, installation mapping, and most importantly it must manage, transmit, and receive real-time information within the installation command, between the installation and supporting/supported Federal, State, Tribal, Local, Other Service (DoD), Private, and Non-Governmental Organizations emergency management partners currently operating on WebEOC. 2. The COP solution must integrate with the technology (COP) used by the local community. COP must generate, post, transmit, and share information in real-time between the Installation EOC and at least one local civil jurisdiction EOC. 3. The COP system will provide situational awareness data to organizations and agencies in a real-time or near-real-time environment within a threshold of 5 minutes of submission into the COP system under normal conditions. COP will provide capability to provide decision-making tools such as forms, checklists and SOPs. 4. The COP system purchased must have Information Assurance requirements at the time of installation. Specifically, the purchased product must have an Authority to Operate (ATO) and Certificate of Networthiness (CoN) if it is a complete system or just a CON if it is a software application being uploaded to an Army existent hardware system that has an ATO and CoN. 5. The COP solution must allow for multiple users on the system working simultaneously at multiple locations operating concurrently at multiple levels with different permissions. Web-based COP services will operate within the primary Installation EOC and be available to any users who are granted access by the Senior Commander and/or Installation Commander. 6. The COP solution must exchange data through EDXL Emergency Data Exchange Language (EDXL) in a suite of XML-based messaging standards that facilitate emergency information sharing between government entities and the full range of emergency-related organizations. The EDXL is designed to enable information about life-saving resources to be shared across local, state, tribal, national, and nongovernmental organizations. 7. COP solution will communicate and share information with other COP systems vertically and horizontally throughout the Army, to allow for command and control of military forces and first responders. COP will establish, manage, and display the status of activation, deployment, cost, and demobilization of available resources in support of NIMS Resource Management. 8. The COP solution will allow for integration and display of multiple layers of preexisting locally and commercially developed GIS layers and data. 9. The COP solution will have the ability to log in without a CAC utilizing assigned username and password. The COP solution must support multiple password authorities with tailorable permissions within the system (e.g., System Administrator, End User, Read Only). 10. COP must have the capability to manage and display chronological, categorical, and/or topical status boards in one or more user-defined displays. The COP solution will integrate with existing output mediums using multiple forms of media, such as: (1) Large screen display / computer monitor. (2) Smartphone (Wireless Application Protocol compliant). (3) Electronic Mail (email) (4) Software Solutions (e.g., Adobe Portable Document Format (.pdf); Microsoft Windows /Office). (5) Printer compatible. 11. The COP solution will perform information collection, analysis dissemination and data management from multiple sources and provides integration with: (1) Video Sources - CCTV, cable, satellite, and web systems (e.g., formats:.avi,.wmv,.mpg,.mov,.rm/.ram,.swf (Flash)). (2) Event log of all actions during a specific users shift. (3) Damage assessment capability that includes financial calculation. (4) History / archive function will record all activity that takes place within the COP. This historical data is categorized and accessible to system administrators. (5) Capability to store and manage various file types in a "library" format. The applicable North American Industry Classification System (NAICS) code is 511210 Software Publishers which has a small business size standard of $38.5M. This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this Sources Sought notice. The U.S. Government will not pay for any information or administrative costs incurrent in response to this notice. Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Proprietary information submitted will be protected, when so designated. Contractors who have submitted a capabilities statement should ensure their statement is comprehensive to this sources sought and resubmit if there are any revisions. Responses to this sources sought announcement must be received no later than February 3, 2017 at 10:00AM CST. Responses should be emailed to Ray Santana at ray.santana.civ@mail.mil. It is requested interested businesses submit (via e-mail) their completed response (no more than 10 pages in length, single spaced, 12-point font). Responses should include the following: 1. Reference Sources Sought Number 2. Size of the business and socio-economic status 3. Statement of Capability stating your skills, experience, and knowledge that result in your ability to meet each of the requirements for COP Solution (1-11 above). 4. Availability of Contractors to provide a demonstration on site or remotely at no cost to the government.
