Description
SYNOPSIS The Contracting Department, NAVSUP Fleet Logistics Center Norfolk, VA, 23511-3392 intends to issue Multiple Award Indefinite Delivery, Indefinite Quantity contracts with Firm Fixed Price provisions utilizing the policies and procedures of FAR Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 15, Contracting by Negotiation, as prescribed by FAR 12.203. The contractor shall provide technical and analytical support to Commander, Operational Test and Evaluation Force (COMOPTEVFOR) in the definition, conduct and analysis of structured operational and integrated test and evaluation (IOT and E) of US Navy systems. This support will be required in one or more of the following forms: Documentation Review, Test Planning Support, Operational Test Design, Test Analysis and Reporting, Test Operations Support, Modeling and Simulation Support, and Program Management Support. COMOPTEVFOR divisions covered by this requirement include: Undersea Warfare, Aviation Warfare, Surface Warfare, and Expeditionary Warfare and LCS Division Littoral Combat Ship Warfare. The primary place of performance will be at COMOPTEVFOR, 7970 Diven Street, Norfolk, VA 23505-1498. However, travel will be required to Outside the Contiguous United States (OCONUS), Contiguous United States (CONUS) and sea locations. The period of performance is anticipated to begin on or about July 25, 2017. This opportunity was previously publicized on January 28, 2016 with a sources sought notice under solicitation number N0018916R0032. Please note that the solicitation number for this requirement has changed from N0018916R0032 to N0018917R0017. The information received in response to the sources sought notice has resulted in the determination that the proposed contract is 100% set aside for small business concerns. The North American Industry Classification System (NAICS) code for this acquisition is 541330 with a size standard of $38.5MIL. The Small Business Office concurs with the set-aside decision. A complete RFP package was released on January 19, 2017 and can be accessed by downloading the documents at the NECO Website as follows: http://www.neco.navy.mil or at http://www.fedbizopps.gov. This requirement is currently being performed under the following Multiple Award Indefinite Delivery, Indefinite Quantity contracts: N00189-13-D-0019, N00189-13-D-0020, N00189-13-D-0021, N00189-13-D-0022, N00189-13-D-0023, N00189-13-D-0024, N00189-13-D-0025. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States.
