- Certificate GSA12000 Performance Work Statement General Clauses DRAFT Lease Delineated Area Request for Lease Proposals The U.S. Army Corps of Engineers is seeking to lease between 1,300 - 3,000 gross square feet (OR MULTIPLE LEASES OF 300 sf, 500 sf or 500 sf) of existing Class A or B retail or professional office space in the attached delineated area (ENCLOSURE 1). The ideal space would fit the following: building specifications in compliance with all federal, state, and local ordinances; force protection standards in compliance with the Interagency Security Committee's Risk Management Process for Federal Facilities; outfitted with either designated or open parking. A fully-serviced, month-to-month lease for a maximum of 18 months term is preferred. Space must be ready for occupancy immediately or with 30 days of lease award. The combination of factors below is more important than price. OPERATIONAL WEIGHT: 60% COST WEIGHT: 40% The following award factor(s) will be considered in order of their importance: OPERATIONAL RATING FACTORS -Floor plan/layout (Ability to accept space "as is" without significant build-out) -Second Egress (Existing second egress or ability to install second egress) -Fully-Serviced Lease (Lease includes janitorial & utilities) -Location in delineated area (Site ideally located within the delineated area) -Neighborhood (Excellent neighborhood, near major schools, high traffic area) -Ease of access to building (Very easy access and easy to find; on a major street) -Location within the building (Highly visible within the building) -Access to leased space (24-hour access is generally required for recruiting offices) -Parking availability for visitors (Free, unrestricted, ample parking available) -Parking proximity for GOV/POV (Illuminated employee parking available within four blocks) -Overall appearance of building (Highly attractive, well maintained) -Compatibility of adjacent business (Adjacent businesses promote recruiting efforts) -Potential for signs (Highly visible; both roadside and building front sign availability) Price evaluation will be based on the lowest price per square foot, according to the ANSI/BOMA Z65.1-1996 definition for office area, which means "the area where a tenant normally houses personnel and/or furniture, for which a measurement is to be computed." If an offer contains terms taking exception to or modifying any Lease provision, the Government will not be under any obligation to award a Lease in response to that offer. Offeror is authorized to transmit its lease proposal as an attachment to an email. Offeror's email shall include the name, address and telephone number of the Offeror, and identify the name and title of the individual signing on behalf of the Offeror. Offeror's signed Lease proposal must be saved in a generally accessible format (such as portable document format (pdf)), which displays a visible image of all original document signatures, and must be transmitted as an attachment to the email. Only emails transmitted to, and received at, the USACE email address identified in the RLP will be accepted. Offeror submitting a Lease proposal by email shall retain in its possession, and make available upon USACE's request, its original signed proposal. Offeror choosing not to submit its proposal via email may still submit its lease proposal by United States mail or other express delivery service of Offeror's choosing. The proposal shall consist of the following documents: -Signed acknowledgement of U.S. Government Lease For Real Property (ENCLOSURE 2) -Signed acknowledgement of General Clauses (ENCLOSURE 3) -Signed acknowledgement of Performance Work Statement (ENCLOSURE 4) -Fire Protection and Life Safety information and documents (See applicable Fire Protection and Life Safety paragraphs) (ENCLOSURE 5) -Certificate of Signature Authority (ENCLOSURE 6) -Auto CAD or scaled floor plans delineating the Premises proposed by the Offeror -Registration in the System for Award Management (SAM). This registration service is free of charge. The North American Industry Classification System (NAICS) code for this acquisition is 531120, unless the real property is self-storage (#531130), land (#531190), or residential (#531110). -Site Plan (if assigned/reserved parking) -EISA compliance information (See applicable Energy Independence and Security Act paragraphs) -Evidence of ownership or control of Building or site -Small Business Subcontracting Plan, if applicable
