Description
This is a TOTAL SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE for Pallet Rack Installation at the VA Charleston Consolidated Mail Outpatient Pharmacy (CMOP). PRODUCT SERVICE CODE (PSC)/NAICS INFORMATION: PSC: N035 (Installation of Service and Trade Equipment) NAICS: 337215 (Showcase Partition, Shelving, and Locker Manufacturing) BACKGROUND/PLACE OF PERFORMANCE: The Charleston Consolidated Mail Outpatient Pharmacy (CMOP) is a 78,000 square foot facility located at 3725 Rivers Avenue, Suite 2, North Charleston, South Carolina 29405. Charleston CMOP operates two (2) shifts five (5) days per week, employs approximately 330 staff members, and provides outpatient pharmaceutical services to 22 VA Medical Centers and associated community clinics. Charleston CMOP dispenses approximately 105,000 prescriptions daily for direct-to-patient delivery, which requires a daily delivery of 80 pallets with requirements to store over 700 pallets spread throughout the 78,000 ft2 facility. Charleston CMOP is requesting a contract for disassembly and installation of new racks, anchoring of already installed racks, and procurement and installation of recommended safety barriers to protect the racks and employees that work in the warehouse areas. SCOPE OF WORK: Project Scope: Racks: The new racks at the facility are Interlake 025 uprights with 45e beams. The old racks are Frick-Gallagher bolted upright/beam, free-standing racks. Disassembly: 45-50 of the old style racks will need to be disassembled and hauled offsite for disposal. Installation: Approximately 95 of the Interlake uprights will need to be installed and anchored to the floor per manufacturer guidelines. When positioning and installing the new racks, an appropriate forklift aisle needs to be established wherever possible with a minimum aisle width of 12 ft. Installation includes any accessories for protecting the uprights, pallet rack spacers, wall spacers, beams and decking. Anchoring: Several rows of the Interlake racks have already been assembled. Those racks will need to be inspected for integrity (there are some uprights that have been struck and need to be evaluated for soundness) and replaced if needed. All racks that are in good condition will need to be anchored to the floor according to manufacturer s guidelines. It is estimated that there are 70 of the Interlake uprights already installed that need anchoring. Equipment: Vendor shall provide additional anchors and recommended accessories (upright protectors and corner guards, pallet rack spacers, wall spacers and any additional accessories deemed necessary by the vendor at the time of the proposal for proper installation). Vendor shall supply all tools, electrical cords, and associated equipment to complete the requirements of this solicitation. If ladders or man-lifts are required, those shall be the responsibility of the vendor. See Government Furnished Equipment (GFE) section for equipment to be provided by the Government. Permits: Based on rack heights below 8 ft and the fact that the CMOP has an existing warehouse with rack, no permitting or seismic considerations are anticipated. If the vendor determines that permitting is needed, all costs and permitting requirements are the responsibility of the vendor. Please refer to attached solicitation VA770-17-Q-0118 for full details.
