Description
DLA Troop Support- Subsistence Prime Vendor Program is requesting prime vendor assistance in the New England Region (Connecticut, Rhode Island, Massachusetts, Maine, New Hampshire, Vermont, and surrounding areas). In an effort to better service our New England customers, especially vessels; we are considering reorganizing the New England Region. Currently Zone 1 serves the Southern New England states (Connecticut, Rhode Island, Massachusetts and/or surrounding areas; and Navy Ships), and Zone 2 serves Northern New England states (Maine, New Hampshire, Vermont, and/or surrounding areas). We are looking to reorganize the region as followed: Zone 1- Land Customers, and Zone 2- Ships Customers (DOD and non-DOD vessels). 1- Can you as a prime vendor provide support for customers in all six states (Connecticut, Rhode Island, Massachusetts, Maine, New Hampshire, and Vermont) and surrounding areas in the New England Region? If no, please explain. Your written comments, suggestions, and ideas regarding this Request for Information (RFI) will be treated as confidential, and for Government use only. Please submit responds via email only [referencing soliciation number in subject line] to both the primary and secondary points of contacts listed below by February 8, 2017 at 4:30 p.m. Eastern Time. FAR 52.215-3 -- Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: to determine how to better support our DOD and Non-DOD customers in the New England Region, especially vessels. Please note that this is NOT a solicitation as stated above. However, if you are a vendor looking to become part of the Prime Vendor Program, these are things to consider. a- Can you support any or all of the customers listed above? Many of the customers expect delivery 48 hours after placing their orders? Are there any location limitations in meeting this delivery schedule? b- Do you have preferred delivery set-ups (routes, grouping of customers) to provide complete food support throughout the state? c- Some of our customers are remotely located and may require smaller pack-size items. Can this requirement be provided? What method of shipping would be used? d- Would there be customers who could not be supported if an emergency order is needed (either same day or next day)? e- Can you interface with our STORES program and support the following EDI transactions? •· 810 - Electronic Invoice •· 832 - Catalog (Outbound: Vendor to DLA TROOP SUPPORT) •· 850 - Purchase Order •· 997 - Functional Acknowledgment
