- NASA/ARC has a requirement for refurbishment and operational support of LSTAR V2 radar systems for use in Unmanned Aerial Vehicle (UAV) Traffic Management research including 3-dimensional surveillance of traditional aircraft, UAVs, and birds. This requirement includes inspecting LSTAR V2 radar system hardware, replacing broken, unusable, or missing parts with original equipment manufacturer parts, replacing the existing operating software with operating software that provides a tracker, classifier, and display tailored for air surveillance operations, allowing 3-D detection of traditional aircraft (commercial, small/private, rotary wing) as well as birds and UAVs, conducting flight tests to verify performance and operational integrity, providing post-delivery site visits, troubleshooting, repair and/or preventative maintenance to ensure performance, and provide training and user support. NASA/ARC intends to purchase the items from SRC, Inc. (SRC) of North Syracuse, NY, who is the manufacturer of the radar systems, under the authority of FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. SRC retains sole unrestricted rights to the LSTAR radar system and is the only provider of LSTAR V2 parts and software. Because specific quantities of replacement parts and services are not known, the contract may include the use of options if such options are in the best interest of the Government. The Government does not intend to acquire a commercial item using FAR Part 12. All responsible sources may submit a capability statement and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. Pacific Time on February 9, 2017. Responses shall be submitted via email only to Mike Lehner at Michael.M.Lehner@nasa.gov. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
