- This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - New York District to inform interested/potential contractors of the District's imminent issue of an Invitation for Bid Package for two Indefinite Delivery Contracts for Biology Testing of Dredged Material. PROJECT INFORMATION: The Operations Division in the New York District routinely utilizes outside contractors in order to perform field sampling and conduct the sediment physical analyses and biological tests associated with the District's mandated federal navigation channel maintenance and new work dredging projects. Potential contractors must be familiar with current New York District/USEPA, Region 2 guidance for performing tests on dredged material proposed for ocean disposal and other pertinent regulations, guidelines, and procedures. Contractors must also possess the ability to handle the large volume of work under strict deadlines. ACQUISITION INFORMATION: New York District (NYD) intends to award two Indefinite Delivery Indefinite Quantity (IDIQ) contracts for its Operations Division off of this Invitation for Bid (IFB). One contract will be awarded as a TOTAL SMALL BUSINESS SET-ASIDE the other contract will be awarded on an UNRESTRICTED basis. The Invitation for Bid (IFB) Package will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. Interested Offerors can download the IFB Package from: http://www.fbo.gov. The IFB Package will be available at the aforementioned Internet site on or about 9 February 2017, with bids due on or about 14 March 2017. IN THE CASE OF A DISCREPANCY BETWEEN THE DATES PUBLISHED IN THIS NOTICE AND THOSE CALLED OUT IN THE IFB DOCUMENT, THE DATES IN THE IFB DOCUMENT OVERRIDES THOSE PUBLISHED HEREIN THIS NOTICE; THIS IS RELATIVE TO THE IFB ISSUANCE DATE AND THE DUE DATE FOR BIDS. In order for contractors to be awarded contracts with the Department of Defense, the contractor must be registered in the System for Contract Management (SAM); Contractors can access the SAM database for free at http://www.sam.gov. The Government intends to award a firm-fixed price construction contract from this acquisition. FAXED OR ELECTRONIC BIDS WILL NOT BE ACCEPTED.
