Description
NASA/NSSC has a requirement for Double Spectrometer System (D-FloX) for fluorescence and reflectance measurements Data storage on SD card. NASA/NSSC intends to issue a sole source contract to JB Hyperspectral Devices UG, 40225, Dusseldorf Am Botanischen Garten 33, Germany under the authority of FAR 13.106-1(b)(1)(i). It has been determined that JB Hyperspectral Devices is the sole provider of D-FloX: Signal to Noise Ratio, Spectral Resolution and quick acquisition time. The core of the system includes two spectrometers from Ocean Optics covering the Red/Near Infrared spectral region (650 - 800 nm) and the VIS-NIR (400-1000 nm). The Red/Near Infrared spectral range is where solar-induced chlorophyll fluorescence is emitted and where the two atmospheric oxygen absorption bands (02B and 02A, at 689 nm and 760 nm, respectively) can be used to measure it. FLOX is uniquely designed, such that the upward and downward channels allow to sequentially (within ms) measure the solar irradiance and the reflected emitted and reflected radiances from the canopy. The signal-to-noise is maximized thanks to an algorithm for accurate automatic adaption of the signal of both channels and both spectrometers to varying light conditions-- a key feature. NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Goddard Space Flight Center (GSFC). The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this procurement is 334516 Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. Eastern Standard Time on February 08, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
