Description
STATEMENT OF WORK Traveling Vietnam Memorial Back Ground Our Nation s Vietnam War Commemoration, proclaimed by President Obama, is a long-overdue opportunity for all Americans to recognize, honor, and thank our Vietnam Veterans and their families for their service and sacrifices during one of America s longest wars. VA Central Office, along with nearly 9,000 organizations across the country, has joined with the Department of Defense as a commemorative partner to honor our Nation s Vietnam Veterans. This commemoration recognizes all men and women who served on active duty in the U.S. Armed Forces during the U.S. involvement in Vietnam November 1, 1955, to May 15, 1975.  The Commemoration activities began March 29, 2016, and will continue for at least two years. The Veterans Health Care System of the Ozarks (VHSO) delegated a committee to plan and facilitate Commemoration activities for Vietnam Veterans (and all Veterans) in our catchment area. Our Vietnam Veterans requested the VHSO to host a traveling Vietnam Memorial/structure on our grounds as part of our Commemoration activities. Hosting a traveling memorial on the grounds of VHSO will be therapeutic to our Vietnam Veterans, their families and friends, the entire northwest Arkansas region, and VHSO catchment area. Hosting a traveling memorial for several days will allow visitors (who are unable to see the Vietnam Memorial in Washington, D.C.) to respectfully experience and share therapeutic benefits while honoring our Vietnam Veterans something they are unable to do if they cannot travel to Washington, D.C. Scope The traveling memorial structure will meet or exceed the following requirements: a half-scale replica of the Vietnam Veterans Memorial located in Washington, D.C., duplicating and displaying silk-screened names of Vietnam Veterans as depicted on the Vietnam Veterans Memorial (Washington, D.C.), for a period of five days. The memorial structure must: Fit in an area measuring no larger than 220 feet x 65 feet Be constructed so as to sit on a level base foundation to be constructed of 2x4 lumber Be a V-shape with a center angle of 90 to 125 degrees; each leg to be no more than 127 feet in length Have a (provided) drape to cover foundation so it is not visible from the front Be delivered/set up/displayed May 18-22, 2017, on grounds in designated area at the VHSO Be available for viewing 24 hours/day Personnel shall be provided to: Accompany and deliver memorial structure Direct and assist VHSO-designated volunteers in the assembly and disassembly of memorial structure at display site Provide assistance to volunteers in answering questions about the memorial structure Maintain the general appearance of the memorial structure throughout the display period.
