Description
In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single-source procedures. The Federal Aviation Administration (FAA) intends to award a single source contract to Bright Star Engineering of Wilmington, MA for the purchase of three hundred (300) ipEngines for the ASR-9 ARTCC RDAP Project. The purchase is required for the in-house assembly of an FAA effort to continue deployment of previously purchased CRIBs. The ipEngine is a proprietary legacy item originally sourced and procured for CRIB development in 2002. The ipEngine, solely produced by Bright Star, is used in the CRIB which is a device that passively collects radar messages via serial connection and then formats the date into network packets for Ethernet distribution to clients. This device is a currently fielded and approved product in the NAS. This ipEngine has already been fabricated for approximately 700 CRIB units already in the field. This equipment will be used at the FAA William J. Hughes Technical Center located in Atlantic City, NJ. A FULL DESCRIPTION OF ALL SPECIFICATIONS AND REQUIREMENTS ARE ATTACHED BELOW. A full and open competition is not available for this requirement. If your firm does not agree with the single source determination, please provide evidence of your firms ™ capabilities and experience in providing the above services. The FAA will evaluate accordingly. The FAA is not liable for any costs associated with the preparing of a response to this announcement.
