- INSTRUCTIONS AND DRAFT PWS The Industry is requested to review the draft Performance Work Statement (PWS) on Page 5 and provide comments/feedback that will assist the program office in gathering information about potential solutions to achieve the following high level objectives: • Reduce potential fraud, waste, and abuse regarding personal property through the physical verification of property items nationwide. • Reduce the cost associated with performing a physical inventory of over 450,000 line items • Determine which DOL locations or regions may pose difficulty supporting logistically, whether in part or in whole • Request information from industry as to their best practices and/or commercial terms and conditions for establishing pre-priced Departmental-wide contract Responses to this RFI will be reviewed by DOL for their applicability to the Government's need and determined to be "Relevant" or "Irrelevant" to the above problem. Companies of "Relevant" responses may be requested to further demonstrate their approach/product to a Government panel. Responses shall provide a short summary of the offeror's capabilities to perform the requirements set forth in the PWS. This summary should address the following questions: 1. Company description, discussion of company capabilities, and general summary of approach to accomplishing the requirements listed in the PWS. 2. Historical information (description and length of time providing this service, as well as under the NAICS 541614) to the public and other federal agencies. 3. Describe your type of business, (i.e., small, small disadvantaged, woman-owned, HUB Zone, serviced-disabled veteran-owned small business, large business, etc.), under North American Industry Classification System (NAICS) 541614, which contains a size standard of 15 million. 4. Does your company possess the capabilities to provide the entire range and scope of these requirements? If not, please list which requirements your company can provide? 5. Does your company have to ability to economically perform a physical inventory, on an as-needed basis, for all DOL offices listed or does your company able to perform this service in limited regions? If limited to certain regions, which ones? 6. Describe your company's capability to economically perform a physical inventory on behalf of a federal agency. 7. Suggested roles and responsibilities of the Company and the Government 8. Suggestions/recommendations to improve scope of services to provide an improved value to the Government. 9. Potential risks that could impact the requirement, whether it is performance risk, technical risk or cost? Please be specific. 10. Issues with scope (either expressed or implied) that may limit a Company's ability to perform services and ultimately increase the cost to the Government. 11. Please provide details regarding proposed joint ventures, teaming arrangements, strategic alliances, or other business arrangements to satisfy these requirements. 12. Please provide pricing information (rough order of magnitude) and recommendation on contract pricing structure, given the assumption that this contract vehicle will be used by multiple customers and multiple funding sources within the Agency. Respondents are encouraged to include additional comments/information considered to be appropriate and useful in assisting the program office in refining the PWS and in assessing potential costs and potential risk. These include the following: 1. Based on a review of the referenced services in the PWS, are there suggestions that your firm would propose in terms of providing this service. 2. Identify any questions or clarifications that would likely be requested from industry regarding the PWS as drafted. Information provided in response to this RFI is submitted voluntarily and is not being requested as part of a solicitation for actual pricing. Again, any and all expenses incurred for this purpose shall be the full responsibility of the RFI respondent. HOW TO RESPOND 1. Cover Letter - The cover letter must include the following information: • Company name • Company point of contact, telephone number and email address • Date submitted 2. The Company shall respond to all the above questions. If you choose not to respond to a question, indicate "no response." 3. Responses shall include the above considerations that demonstrate capabilities and expertise related to third party inventory and audit services. As part of the market research associated with this RFI, we are also seeking pricing information. Any pricing information received is to be Rough Order of Magnitude, and is solely for information-gathering and planning purposes. 4. Marketing and/or reference materials, if included, shall be placed at the end of the response, in an appendix. 5. Responses shall not exceed 30 pages, and should be submitted in Microsoft Word.doc or.docx formats, Times New Roman 11-point or 12-point font, with 1-inch margins, minimum, all around. 6. Submit responses to the Email addresses cited in the General Information section above to be received by the Contracting Specialist no later than required date and time specified in this RFI. The Government is seeking industry's assistance in identifying issues and concerns regarding the PWS as drafted, the DOL/OPS requests that potential questions/concerns be identified in the RFI response. No classified or proprietary information should be included in the RFI response. Please be advised all submissions become Government property and will not be returned. DISCLAIMER This RFI is issued solely for information and planning purposes and does not constitute a formal Solicitation for proposals. Responses to this RFI notice will be treated as information only; they do not constitute offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. RFI responses will not be returned; neither will Respondents be notified of the Government's evaluation of the information received. Respondents are advised that DOL is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this RFI.
