- PRE-SOLICITATION NOTICE for the United States Environmental Protection Agency (U.S. EPA), Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Water Supply and Water Resources Division (WSWRD). The government anticipates awarding a single firm-fixed-price contract for an automated enzyme linked immunosorbent assays (ELISA) instrument, software, installation, training, one year warranty and technical support for cyanobacterial toxin analytics. ELISA is a quantitative technique for the measurement of proteins and other organic molecules. The EPA is engaged in research that relies on ELISA techniques for the measurement or four different classes of cyanobacteria toxins: microcystins, anatoxin-a, cylindrospermopsin, and saxitoxin. We are looking to procure an instrument that can run a minimum of three (3) assays on the same plate. With three assays, this allows us to run approximately ten samples for three assays (inclusive of all QA samples), and hence optimize our plates for our average sample load. As part of the cyanobacterial toxin research approved in the US EPA ¿s Office of Research and Development ¿s Strategic Research and Action Plan (StRAP SSWR 4.01A), our research efforts necessitates ELISA-based testing of microcystins, anatoxin-a, cylindrospermopsin, and saxitoxin using ELISA test kits (also referred to as ¿ELISA assays ¿) from a specific company ¿ Abraxis, Inc (hereafter ¿Abraxis ¿). This necessity is based principally on the fact that the specific EPA research effort that is governed by this procurement is also coordinated effort with other government agencies that also use these kits. This procurement will be conducted utilizing NAICS Code 334516 with a size standard of 1,000 employees. This acquisition is being conducted as a total small business set-aside. It will be accomplished using FAR Part 12 commercial item procedures and FAR Part 13 Simplified Acquisition Procedures. The EPA anticipates awarding a single fixed price purchase order. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. OFFERS WILL NOT BE ACCEPTED UNTIL THE SOLICITATION IS ISSUED THROUGH FEDCONNECT. The request for quotation is anticipated for release on or about February 13, 2017 and will be made available through FedConnect at www.fedconnect.net.
