Description
SOURCES SOUGHT INFORMATION Moose Creek Dam Relief Well Installation Crane & Vibratory Hammer CHENA RIVER LAKES FLOOD PROJECT THIS IS A SOURCES SOUGHT NOTICE ONLY for vendors. The project is "Crane and Vibratory Hammer Rental for Relief Well Install at Chena River Lakes Flood Control Project, North Pole, Alaska." OFFERS OR PROPOSALS WILL NOT BE ACCEPTED FOR THIS NOTICE. 1. DESCRIPTION OF WORK: The Government plans to install new relief wells at the Chena River Lakes Flood Control Project during the summer of 2017. The relief wells, when complete, will be approximately 50 to 60 feet deep. Installation methods will include using a vibratory hammer to drive 24-inch open-end steel casing (3/8-inch wall thickness) to a target depth of 50 feet, removing material within the casing with a "loon scoop", placing slotted well screen and riser pipe within the casing, filling the casing around the well screen and riser pipe with specified filter pack material, and removing the temporary pile casing upon completion of well installation. A total of 15 to 20 relief wells will be installed over a period of 6 to 8 weeks. To accomplish this work, the contractor shall provide one (1) vibratory hammer, and one (1) crane. The contractor shall mobilize the crane and hammer to the site and assemble the crane before the work begins and disassemble the crane upon completion of work and de-mobilize the crane and hammer from the site. This contract is for the rental of the aforementioned equipment only. Installation of the wells will be performed by the Government. The Moose Creek Dam is part of the Chena River Lakes Flood Control Project, and is located 18 miles east of Fairbanks, Alaska, near the community of North Pole. 2. CRANE SPECIFICATIONS The pile driving method is a "non-dedicated" system, using a crane to position the pile driving attachments. The contractor shall deliver and assemble the crane prior to the delivery of the vibratory hammer. Disassembly of the crane shall be performed by the contractor upon completion of work. The crane shall meet the following specification requirements: Type: Lattice boom crawler Size: 150 to 175 ton range Minimum Lifting Capacity: 300,000 lbs (at 15' operating radius, with 50' boom) Boom Length: 120' Rigging: 6 part hook block and auxiliary whip line with headache ball 3. HAMMER SPECIFICATIONS The Contractor shall provide a vibratory hammer that meet the following target specifications: Eccentric Moment: 4,400 in-lbs Drive Force: 170 tons Frequency Maximum VPM 0 - 1650 vpm Max Line Pull: 133 tons Clamps: Clamps to fit 24" pipe The resulting contract will be firm fixed price. Estimated award date is March 2016. If this contract action is cancelled, all proposal preparation costs shall be borne by the offeror. All offerors are advised that they must be registered in System for Award Management (www.sam.gov) to be eligible for a federal contract award. Offerors are advised to begin this process when they prepare their proposal in order to ensure registration is in place should they be selected for award. The North American Industrial Classification System (NAICS) code is 532412, which has a size standard of $32,500,000.00 average annual receipts.
