- Amend 0001 - Drawing #12731020 Amend 0001 - Revised 02 82 16 Amend 0001 - Spec and date changes This notice does NOT constitute a request for proposal, request for quote, or an invitation for bid. The intent of this pre-solicitation synopsis is to notify potential offerors of a Small Business set-aside Design-Build (DB)/ Design-Bid-Build (DBB) Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price Multiple Award Construction Contract (MACC) for projects in the NAVFAC MIDLANT Public Works Department (PWD) Maine Area of Responsibility (AOR). Areas may include, but are not limited to, Portsmouth Naval Shipyard, Cutler, Prospect Harbor, and Rangeley, Maine and at NOSCs in Maine, New Hampshire, Vermont, Connecticut and New York. Work may be required in other areas of responsibility of NAVFAC MID-ATLANTIC. Construction projects to be performed under this MACC will primarily consist of general building type projects and may be either design-bid or design-bid-build. General construction projects include, but are not limited to, new construction, demolition, repair, alteration, and renovation of buildings, systems and infrastructure and may include civil, structural, mechanical, electrical, fire protection, and communication systems. Types of facilities include administrative, industrial, maintenance, warehouses, hangars, communications, personnel support, recreation, lodging, dormitory, medical, training, ranges, and roads. Contractor shall provide all labor, supervision, engineering, design, materials, equipment, tools, parts, supplies, and transportation, to perform all of the services described in the plans and specifications for each task order. The Government intends to award no more than five (5) contracts resulting from this solicitation to the responsible offerors whose proposals represent the best value after evaluation in accordance with the factors in the solicitation. The duration of the contract(s) is for one (1) year from the date of contract award with four (4) one-year option periods. The total five-year (base and four one-year options) total estimated construction cost for all awarded contracts shall not exceed $95,000,000.00 for the life of the contract. Individual task orders for the Design Build/ Design Bid Build MACC have an anticipated construction cost between $150,000.00 and $5,000,000.00; however, smaller and/or larger dollar value projects may be considered. To each offeror awarded a contract, the Government guarantees a minimum amount of $5,000.00 over the full term of the contract, including option years. The seed project will be design-bid-build (DBB) construction services for the repair of the Williams Building and Seawall, Boston Harbor, Boston, Massachusetts. The intent of the building work is to provide repairs to the basement to reduce the flow of seawater and ground water to manageable levels. Improvements will include brick and concrete work on the walls and floors, as well as upgrades and additions to the existing sump system. The intent of the seawall repairs is to restore structural stability to the existing seawall and maintain safe public access to the waterfront. The repairs generally include removal or reconstruction of the granite blocks with construction of a new concrete backer wall behind the seawall. The work will also include the removal and replacement of the sidewalk, buildings elevated platform, stairway to the sidewalk, and appurtenances that are all within the area of the seawall repair. The cost range for this seed project is between $5,000,000 and $10,000,000. The NAICS Code is 236220; $36.5M Competition Requirements: Small Business Set-Aside Procurement Method: Contracting by Negotiation Source Selection Process: Best Value, Tradeoff Type of Contract: Firm Fixed Price, IDIQ Offerors will be required to submit with their proposal a bid guarantee in a penal sum equal to at least 20 percent of the largest amount for which award can be made under the proposal submitted, but in no case exceed $3,000,000. The Request for Proposal (RFP) will be issued on or about 5 January 2017. Estimated proposal due date shall be at least 30 days after the RFP is posted.
