Description
This is a sources sought notice for information and acquisition planning purposes. This is not a Request For Proposal (RFP) and a formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue a RFP, contract, or order. The Government will not pay for any effort expended or any material provided in response to this announcement, nor will the Government return any data provided. Southwest Regional Maintenance Center (SWRMC) is seeking 8(a) small business concerns that can provide a full range of maintenance, repair, remove, install, and assist in the design of heating, cooling, air conditioning and refrigeration system onboard Commander, U.S. Pacific Fleet (COMPACFLT) berthing & messing barges. The respondents must be certified as 8 (a) firms by the Small business Administration (SBA) and will not be graduating prior to November 2, 2017. Contractor is to provide maintenance, repair and installation services for : heating, ventilation, air conditioning and refrigeration equipment and their components, including heating systems up to and including 750,000 BTU/hour and air conditioning and refrigeration equipment up to and including 300 tons. Additionally, the contractor shall provide support services in troubleshooting; maintenance; repair; installation, modification, and alteration for all equipment; components; devices; and associated systems including refrigerators; under-counter reefers; stand-up reefers; salad bars; freezers; compressors; condensers; foundation; evaporators; cooling coils; condensate and drip pans; blowers; fans; duct work; dampers; registers; grilles; motors; drive assemblies; pumps; service valves; piping; purge units; control systems; wiring; thermostats; temperature controls; air filters; heating/air conditioning units; and all other equipment/components deemed essential to maintain proper operation of the heating, ventilation, air conditioning and refrigeration equipment in accordance with the original manufacturer's specifications and applicable documents/references. Place of performance: The majority of the work associated with this effort will be accomplished at government facilities and private shipyards in San Diego, CA. However, some work may be accomplished in Pearl Harbor, HI; Bremerton/Bangor/Everett, WA; Guam, and Yokosuka/Sasebo, Japan. SWRMC is contemplating a combination of firm-fixed-price and cost reimbursement contract. The applicable NAICS code is 238220 (Plumbing, heating, and air-conditioning contractors). Interested 8(a) vendors are requested to submit a capabilities statement (not to exceed five pages) that demonstrates firm's capabilities to perform the services described herein. The capabilities statement shall include: Company name Commercial and Entity Code (CAGE) and Data Universal Numbering System (DUNS) Address Business size (small, small disadvantaged, 8(a), women-owned, HUBZone, veteran-owned, or service-disabled veteran-owned) [more than one category may be selected as applicable] Point of contact (POC) information for the interested firm Company's technical capabilities (Identify by contract number, past or current contracts and/or subcontracts that were awarded to your firm by both Government and Non-Government entities, period of performance, contract type, contract amount, a description of the relevant corporate experience gained, and a point of contact for the customer/recipient of the work performed) Statement whether or not the company has an approved accounting system The Government will evaluate each respondent's capabilities statement to determine if the respondent has the requisite experience to complete the requirements described herein. No telephone inquiries will be accepted. The Government does not commit to providing a response to any comments or questions. No basis for a claim against the Government shall arise as a result of this announcement.
