Description
The 22d Contracting Squadron (CONS) of the 22d Air Refueling Wing McConnell AFB Kansas announces the pre-solicitation for the Repair Apron & Trench Drain and Install Mooring Points, solicitation number FA4621-17-R-0003. This notice is posted in accordance with FAR Part 5.203 and FAR Part 36.213-2. The project requires the Contractor to provide all management, labor, tools, equipment, transportation, materials, expertise, testing, surveying, reports, samples, warranties, and supervision necessary to perform the work IAW the SOW which will be included with the solicitation package. The effort will consist of miscellaneous airfield Portland Cement Concrete (PCC) pavement patching, panel replacement and joint/crack sealing, along with replacement of any airfield pavement markings removed and/or damaged by construction. Additionally, it will require removing pavement full depth and installing mooring points for each parking stall on the Main Aircraft Parking Apron (MAPA). Minimum design work is required for the mooring installation. The Contractor shall meet all applicable local, state, federal, and other jurisdictional codes in the performance of this contract. The magnitude of construction is between $1,000,000 and $5,000,000. The place of performance for this project is located on McConnell AFB which is adjacent to Wichita, KS. The contract for this project will be awarded using procedures in FAR 15 - Contracting by Negotiations (no public bid opening). The Construction period will be 240 days from notice to proceed. Hard copies of the solicitation will not be provided; the entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.fedbizopps.gov/. Potential offerors are responsible for monitoring this site for amendments to this synopsis and any other pertinent information and for downloading their own copy of the solicitation package and drawings. The solicitation date is approximately 10 Feb 2017. The solicitation will be a Request for Proposal (RFP) for a firm-fixed price contract. Award will be based on best value to the government. The solicitation will state the exact terms for the award decision. The Government intends to execute a 100% Small Business set-aside based on market research indicating the expectation of two or more offers from small business concerns. The NAICS code for this requirement is 237310 with a size standard of $36.5M. Potential offerors MUST register at http://www.fedbizopps.gov/ in order to receive notification and /or changes to the solicitation. All contractors MUST be registered in the System for Award Management (SAM) database or their proposal will not be considered. Contractors can obtain further information on SAM registration at web site https://www.sam.gov/portal/public/SAM/#1. The Davis Bacon Act (40 U.S.C. 3141 et seq.) applies to this solicitation. Check the http://www/wdol.gov for current wage determination information from the Department of Labor. NOTICE TO OFFERORS: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS EFFORT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION, EITHER BEFORE OR AFTER THE CLOSING DATE FOR THE RECEIPT OF PROPOSALS. IN THE EVENT THE GOVERNMENT CANCELS THIS SOLICITATION, THE GOVERNMENT HAS NO OBLIGATION TO REIMBURSE AN OFFEROR FOR ANY COSTS. Per AFFARS 5352.201-9101: (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Mr. Gregory S. (d) The ombudsman has no authority to render a decision that binds the agency.
