- The NATO Support and Procurement Agency (NSPA) intends to issue an Invitation for Bids (IFB) for the provision of power generating sets. The equipment will provide NATO Signal Battalions with logistics support capability during NATO Response Force operations. In order to bid on this project, a U.S. prime contractor must 1) maintain a professionally active facility (office, factory, etc.) in the United States 2) be pre-approved for participation in NATO International Competitive Bidding (ICB) 3) be nominated to the bidders list by the U.S. Government 4) be registered in the NSPA Source File: https://eportal.nspa.nato.int/Registration/OnlineRegistration.aspx?lng=en The Department of Commerce will be using IFB-0HQ03033 as its reference for this project. REQUIREMENT A.General NSPA has been designated as Host Nation for the acquisition of CP OA0149 Addendum 1, Project OHQ03033 "Provide NRF (NATO Response Force) Deployable Non-CIS Equipment". While in use by NATO Signal Battalions, the equipment will be operated and maintained by the user (NSBs) with support provided by NSPA acting as Logistics Support Authority and using Contractor logistics support (CLS) arrangements. The following information contains excerpts from the Statements of Work that will be released during the International Competitive Bidding (ICB) process. B. Project Objectives The Contractor shall furnish NSPA with the following equipment: 1. Sixteen (16) trailer mounted 35 kW Power Generating Sets (PGS) plus twelve (12) trailer mounted 35 kW PGSs in OPTION, 2. Twenty four (24) trailer mounted 10 kW PGSs plus six (6) trailer mounted 10 kW PGSs 10 kW in OPTION, 3. Eight (8) trailer mounted PGS Power Distribution Units (POU) plus six (6) trailer mounted PGS Power PDUs in OPTION, 4. Forty eight (48) Camouflage Concealment and Deception (CCD) sets plus twenty four (24) CCDs in OPTION, These assets will be used to provide NATO Signal Battalions with transportation and power supply capabilities in support of NATO Response Force (NRF) operations and exercises. The equipment shall be used over a wide range of geographic environments and climatic conditions with operating temperatures ranging between -32°C and +49°C. Accordingly, NATO expects the equipment to be robust and of high quality. C. Particular Technical Requirements 1. Trailer Mounted PGSs: 1.1 The trailers shall comply with European Union Traffic Regulations; 1.2 2-axle trailer configuration; 1.3 NATO 24V DC trailer electrical system; 1.4 Each PGS mounted on a single trailer shall include two independent Diesel Generators with capacity of 35 kW for Para B.1 each (2 x 35 kW) and 10 kW for B.2 each (2 x 10 kW); 1.5 Up to four PGSs shall be capable of working in a synchronised way while connected to a POU; 1.6 Nominal voltage : 400V, three-phase, 5 wires; 1.7 Nominal frequency: 50Hz; 1.8 NATO towing attachments in accordance with STANAG 4101; 1.9 Transportable by road, railway, sea and air (C-130E or equivalent version). The trailer mounted bowsers shall be capable of C-130 Roll-On, Roll-Off (RORO) loading/off-loading. 2. Trailer Mounted PGS PDUs: 1.1 The trailers shall comply with European Union Traffic Regulations; 1.2 1-axle trailer configuration; 1.3 Trailer payload: min. 2,000kg; 1.4 NATO 24V DC trailer electrical system; 1.5 Each trailer shall carry a POU capable of accepting power from up to five (5) 35kW synchronized Diesel Generators and distributing it to multiple CIS asset sites operating within a deployed headquarters (HQ); 1.6 NATO towing attachments in accordance with STANAG 4101; 1.7 Transportable by road, railway, sea and air (C-130E or equivalent version). The trailer mounted bowsers shall be capable of C-130 Roll-On, Roll-Off (RORO) loading/off-loading. 3. CCD sets: 3.1 CCD nets made of ultra-light weight material; 3.2 Thermal pattern distorting capability; 3.3 Radar radiation absorption; 3.4 Woodland and desert camouflage patterns; 3.5 Dimensions adjusted to trailers and Power Generating Sets listed at Paragraph B. D. Logistic Support Elements High quality documentation for spares, assembly and maintenance is required as well as barcoding of the deliverables. E. Specific Terms and Conditions a. Delivery 9 months to 12 months after contract award. b. Partial Bidding No partial offers will be entertained. c. Follow-on Services Offers for follow-on services (maintenance) shall be provided by Bidders as an OPTION. BIDDING PROCEDURE NATO ICB requires that the U.S. Government nominate U.S. prime contractors to the bidders list. Before the U.S. Government can nominate a U.S. prime contractor to the bidders list for this procurement, the U.S. firm must be approved for participation in NATO ICB. U.S. firms are approved for NATO ICB on a facility-by-facility basis. The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or reference number of the project - the name/phone/FAX/email of the point of contact for the bid documents After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved prime contractor to the bidders list for a particular NATO ICB project. IMPORTANT DATES U.S. firms must request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application) by: 15 February 2017 NSPA intends to issue the IFB to firms on its bidders list at a date yet to be determined, but not before 20 February 2017. The bidders will be allowed not fewer than 42 calendar days to reply to the relevant IFB.
