- AFRC 10735 Visit Request - U.S. Citizen DESCRIPTION: NASA Armstrong Flight Research Center (AFRC) plans to issue a Request for Proposal (RFP) for a Design-Build (DB) Repair by Replacement (RBR) of AFRC's Vehicle and Air Ground Equipment (AGE) Maintenance Facility. Under the requirement, AFRC intends to replace its current obsolete maintenance facility with a more functional, energy efficient, and environmentally sustainable facility. The new facility is to be constructed in a Design-Build manner, while also achieving LEED gold certification. Part of this project involves the demolition of four (4) existing buildings adjacent to the new facility of which at least 75% of that material will be recycled. The new AGE facility intends to house 25 NASA employees in a space within the boundaries of no more than 27,000 square feet. It is important to keep an adequate building size that is efficient and maintains appropriate spaces such as: shop space, labs and testing, repair bays, office areas, training/conference room, restrooms, showers, locker rooms, lunch room, break room, and storage areas. The contract duration/effort is estimated at four hundred (400) calendar days after notice to proceed. SELECTION CRITERIA: The competition and award of this project will utilize a two phase RFQ/RFP selection process. The first phase will be a request for technical qualifications, related experience, financial capability, past performance information, identification of key personnel, and management approach etc. that will focus on the specialized experience required to execute the project. The Government will evaluate Phase 1 proposals based upon the offerors response(s) provided for the criteria outlined in the Phase 1 RFQ solicitation process. The most highly qualified offerors evaluated in Phase 1 (maximum of 3 each offerors) will be invited to submit a Phase 2 proposal. The Phase 2 evaluation will be conducted in accordance with evaluation criteria specified in the RFP for Phase 2. The overall evaluation of the non-price factors when combined (e.g. technical and past performance) is considered significantly more important than price. DISCUSSIONS: The Government intends to awards without discussions, but reserves the right to conduct discussions should it be deemed in the Government's best interest. CONSTRUCTION MAGNITUDE: The Estimated Price Range is between $5,000,000 and $10,000,000, in accordance with FAR 36.204. TYPE OF SET-ASIDE: This acquisition will be a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside competitive procurement. NAICS CODE: The North American Classification Systems Code (NAICS) and small business size standard for this procurement are 236220 - Commercial and Institutional Building Construction and $36.5M, respectively. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the Phase 1 RFQ on or about 1 March 2017. A pre-proposal site visit will be held. Meeting and site visit details are provided below. Additional details can be found in the solicitation when it is posted to http://www.fbo.gov. The approximate due date for the Phase 1 proposals will be due on or around 3 April 2017 at 4:00 p.m. Pacific Standard Time (PST). Phase 2 proposals (maximum of 3 each offerors) will be due on or around 30 days after formal selection of the Phase 2 participants. Any changes to the dates and times will be identified in the solicitation and/or amendments issued. OMBUDSMAN STATEMENT: NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. The solicitation and any documents related to this procurement [with the exception of the specifications and drawings] will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. REGISTRATIONS: Offerors shall have and maintain an active registration in the following database: System for Award Management (SAM). Offerors shall have and maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have a valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. OBTAINING THE SOLICITATION: Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). The solicitation, including plans and specifications (if any), will be available electronically from FedBizOpps website (www.fbo.gov). On the FedBizOpps website, vendors will need to utilize the Vendor Opportunities Search function and enter this solicitation number to search by Solicitation/Award Number. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has been scheduled for - Wednesday 8 March 2017 at 9:00 a.m. to 11:00 a.m. PST. All visit requests should be submitted to the AFRC Visitor Control Center (VCC) customer service desk not later than 72 hours prior to the scheduled visit (i.e. the minimum processing time required to clear a U.S. or Legal Permanent Resident).
