Description
The United States Environmental Protection Agency, Region 9, 75 Hawthorne Street, San Francisco, CA 94105 intends to award a Sole Source purchase order under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition Procedures, to Thermo Environmental Instruments, Inc., 27 Forge Parkway, Franklin, MA 02038. This requirement is for the acquisition of two toxic vapor analyzers that are needed to fulfill an EPA mission objective to use the most reliable and accurate analytical equipment in the field as well as ensuring consistent use of similar equipment across the agency. The Emergency Response Technical Group (ERTG) is a national workgroup of EPA emergency responders responsible for evaluating and determining what type of equipment each region should utilize. The ERTG has vetted and approved the Thermo Environmental Instrument ¿s Toxic Vapor Analyzer. THIS IS NOT A REQUEST FOR QUOTE AND NO SOLICITATION WILL BE POSTED. EPA believes Thermo Environmental Instruments is the only source that can provide the specified supplies to U.S. EPA, Region 9 as this is the only known handheld analyzer to combine a photoionization detector (PID) with a flame ionization detector. This is dual (Flame Ionization Detector and Photo Ionization detector- Toxic Vapor Analyzer. All interested parties who believe they can provide the required supplies should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement. The documentation provided must include sufficient detail to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead submits only a routine or standard letter requesting a copy of the statement of work, or provides only basic corporate information will not be considered. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
