Description
NAVSUP Fleet Logistics Center Jacksonville, Florida intends to issue a Request for Quote (RFQ) on or about 23 March 2017. The solicitation will be issued utilizing Simplified Acquisition Procedures (FAR 13.5) on a 100% small business set-aside. The base period of performance commencing on 01 June 2017 will be for 12 months with four one-year option periods. The FSC Code is V003. The NAICS Code is 484210, with a size standard of $27.5M. The purpose of this acquisition is to provide NAVSUP FLCJ Joint Personal Property Shipping Office (JPPSO)-Southeast with containerization and local drayage of Direct Procurement Method (DPM) for personal property shipments move via the barge at Blount Island to/from Guantanamo Bay that requires JPPSO-SE Jacksonville to coordinate onward movement to final destination outside the Jacksonville area or where the origin/final destination is in the Jacksonville, FL performance area. Household Goods Shipment Services cover Department of Defense (DoD) personnel who are transferring on PCS/TDY/TAD, retirement, separation or housing orders. The DoD pays for household goods shipments and other moving expenses so it can deploy its personnel where needed to minimize adverse financial effects upon individual employees. Work is divided into two schedules “ outbound and inbound shipments at the barge in Blount Island in Jacksonville, FL. Offerors shall be required to provide separate pricing for each schedule. The contract will be awarded to one contractor. Each schedule has specific roles and responsibilities and shall be performed in accordance with Defense Transportation Regulation (DTR) “ Part IV, Personal Property. In general the contractor(s) shall be responsible to furnish all personnel, equipment, facilities, supplies, services and materials, except as specified in the Performance Work Statement (PWS) as government-furnished, for the preparation of personal property of DoD personnel for shipment and/or storage and related services through the DPM. For this requirement, the selected Offeror shall obtain access to Blount Island. For additional information on obtaining access visit the following website: http://jaxport.com/security/access-control-center The solicitation will be available on or about 23 March 2017 for download on the Navy Electronic Commerce Online (NECO) Website at https://www.neco.navy.mil and FEDBIZOPS Website at: https://www.fbo.gov. The RFQ will include instructions for preparation of quotes, the performance work statement, and evaluation criteria. It is the responsibility of interested parties to register with NECO and or FEDBIZOPS to download the synopsis, solicitation and subsequent amendments and all attachments. Offerors are encouraged to review the referenced websites frequently for updates. No paper copies of the RFQ, attachments or amendments will be provided. A solicitation mailing list will be issued. System for Award Management (SAM) https://www.sam.gov registration is mandatory. The SAM is the Official U.S. Government system that consolidated the capabilities of the Central Contractor Registration (CCR), On-Line Representations and Certifications (ORCA), and the Excluded Parties Lists System (EPLS). ONLY email requests for clarification to the Contract Specialist are acceptable. No phone call communications or personal office visits with FLCJAX or its internal or external customers regarding issues or questions pertaining to this procurement will be accepted for the duration of the solicitation, evaluation and award process.
