Description

The National Cemetery Administration issued a requirement to Repair Service Building and Replace Roofing System at Fort Smith National Cemetery. Project Location: Fort Smith National Cemetery, 522 Garland Avenue and South 6th Street, Fort Smith, AR 72901. The Contractor shall furnish all labor, material, equipment, and supervision to remove, repair, and replace the roof insulation and roofing system on the Service Building, as described herein. Specific Work: The Work shall include, but shall not be limited to the following for the Service Building (not necessarily in the order indicated): Completely remove all existing roofing system(s), metal flashing, trim, and other associated roofing components and roof insulation down to the original metal deck. Protect and retain all undamaged roof penetration fixtures. Damaged or unusable roof penetration fixtures shall be replaced with equal or better fixtures by the contractor at no additional cost to the Government. Contractor shall be responsible for replacing any unusable or damaged roof penetrations and other non-roofing system components. Survey and repair any damage to the roof decking with same or better material(s). Repairs shall be of same construction as existing and capable of accepting the installation of the new insulation and roofing system. Roof deck repairs shall be inspected and approved by the COR prior to proceeding with the remainder of the work. Survey and repair and/or replace existing building structure and other components where new insulation, roofing membrane, base flashing, penetrations, scuppers, and all other metal flashing and trim is attached. Remove obstructions and/or debris and clean the roof surfaces designated for the insulation and roofing system in accordance with the contract specifications. Install new insulation, EDPM roofing membrane, flashing, trim, copings, expansion joints, and other roofing components and accessories to provide a complete and functional roofing system in accordance with the contract drawings and specifications. Pre-Bid Site Inspection: A pre-bid site inspection can be arranged if desired. Contact the Cemetery Director at (479) 783-5345 (Fort Smith National Cemetery) to make site visit arrangements. This Acquisition is 100% Service Disabled Veteran-Owned Business Set-Aside. The NAICS Code is 238160. Size standard is $15 Million. Electronic solicitations will be available for download from Federal Business Opportunities (FBO): http://www.FedBizOpps.gov on or around January 30th, 2017. Responses to the solicitation will be due 21 days after solicitation issue date. Therefore, since the solicitation will be issued on 30 January 2017, offers would be due by 2:00 p.m., 20 February 2017. Offeror s are advised that they are responsible for obtaining amendments to the solicitation which is available at FBO: http://www.FedBizOpps.gov. No telephone requests will be accepted. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals. (See Provision 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on Request a user account to register. Information shall be submitted in the manner requested in INSTRUCTIONS TO OFFERORS. Failure to submit all documentation required as required so may result in your submission being determined technically non-responsive and removed from further consideration. In order for the Government to post all questions and answers on FBO pertaining to this solicitation. All questions must be submitted via e-mail to the Contracting Officer: Henry C. Dukes at henry.dukes@va.gov No Later Than (NLT) Monday, 13 February 2017 by 12:00 PM EST. Any questions generated after the site visit must be submitted in writing and emailed to the Contracting Officer by Noon, Monday 13 February 2017. Any questions received after that date will be considered too late and will not be answered.
