Description
Request for Information on a Small Vessel Standoff Detection (SVSD) Radiological/ Nuclear Detection and Identification System(s) Commercial Off-the-Shelf (COTS) Characterization Test THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP or Broad Agency Announcement (BAA). This RFI does not commit the Department of Homeland Security (DHS) Domestic Nuclear Detection Office (DNDO) to contract for any supply or service. DHS DNDO is not at this time seeking proposals. Responders are advised that the DNDO will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP or BAA. The information provided in this RFI is subject to change and is not binding on the DNDO. All submissions become the property of the DNDO, and will not be returned. INTRODUCTION Nuclear terrorism is a persistent threat, one with potentially devastating consequences, and is the reason the Department of Homeland Security Domestic Nuclear Detection Office exists. The Domestic Nuclear Detection Office's singular mission is to prevent nuclear terrorism, a national security priority for the United States. Our research and development must not focus just on current threats and capabilities, but continually seek to anticipate future trends and challenges. Furthermore, the Domestic Nuclear Detection Office does not just focus on the United States, but reaches out to its foreign partners to help them organize, train, and equip their people to prevent nuclear terrorism as well. Toward that end, the Domestic Nuclear Detection Office continually develops and acquires radiation detection equipment for deployment by the Department of Homeland Security to protect and strengthen various pathways through which global commerce travels. The Domestic Nuclear Detection Office seeks information on spectroscopic radiological/nuclear detection and identification systems in support of a Government conducted Characterization Test of Commercial Off-the-Shelf systems to be mounted on small maritime vessels. Background The Small Vessel Standoff Detection program addresses the need to increase the probability of encountering and detecting radiological/nuclear threats during operations while minimizing inspection time and maximizing distance at which a suspect or targeted vessel can be scanned. The Small Vessel Standoff Detection systems currently deployed are portable, detect-only systems. The Domestic Nuclear Detection Office is investigating the possibility of employing an integrated Commercial Off-the-Shelf detection/identification system on maritime law enforcement vessels (United States Coast Guard and Customs and Border Protection- Air and Marine Operations) that are 25' and larger. Purpose The purpose of this Request for Information is to determine what potential Commercial Off-the-Shelf systems are qualified and available to participate in a Small Vessel Standoff Detection Characterization Test which will collect performance data to characterize stand-off detection/identification capabilities.   Objectives The primary objectives of the Characterization Test are to: •Inform performance requirements •Inform Concept of Operations development •Characterize the system performance as a function of speed, distance, and activity for sources of interest. Characterization will include determining the minimum detectable activity at 15m standoff distance at 3 knots relative speed with an 80% probability of detection. •Support a Small Vessel Standoff Detection project decision on whether to proceed with a larger integrated detection/ identification system as a potential solution Entrance Criteria To be eligible to participate in the Small Vessel Standoff Detection Characterization Test, the proposed system(s) must: •Be a Commercial Off-the-Shelf detection system. A Commercial Off-the-Shelf system item is defined by the following: Any item of supply that is a commercial item (as defined in paragraph (1) of the definition in Federal Acquisition Regulations section 2.101) Sold in substantial quantities in the commercial marketplace Offered to the government, under a contract or subcontract at any tier, without modification, in the same form in which it is sold in the commercial market place •Be reassessed against each draft requirement from the draft requirements attachment Document whether vendor meets, partially meets, or currently does not meet each requirement •Have the capability to remain functional when detector(s) are mounted on the vessel cabin top (external to the vessel) and exposed to all aspects of the maritime environment In the case that the vendor system does not meet the entrance criteria above, the United States Government requests vendors provide detailed information concerning their system design and capabilities for future consideration. The Domestic Nuclear Detection Office reserves the right to select one or more systems for use in the Small Vessel Standoff Detection Characterization Test. Location Sequim Bay, WA Timeline The Small Vessel Standoff Detection Characterization Test is planned for July 2017.   Small Vessel Standoff Detection Operational Assessment Articles Selected vendor(s) should plan on providing at least one (1) Commercial Off-the-Shelf system to the Domestic Nuclear Detection Office no later than February 28, 2017. The systems are to be shipped to Richland, WA (shipping address to be provided in a bailment agreement). The government will incur all costs associated with the shipment of the system(s) to Richland, WA and its return to the vendor. The system(s) will be returned at the end of August 2017, or as soon as possible after conclusion of the test. The Domestic Nuclear Detection Office intends to enter into a Bailment Agreement with selected vendors that meet the above entrance criteria in order to formalize the process for the Domestic Nuclear Detection Office to obtain test articles, operator training at one location, and return the systems to each vendor after completion of the assessment. The Domestic Nuclear Detection Office will not be responsible for system breakage during the assessment, and systems will be returned in the condition they are in at the conclusion of the test. Information Sought Vendors are requested to provide the following the information: • Picture(s) of all proposed system and its components • If installed on a Federal, Tribal, State or Local law enforcement or commercial vessel, provide photographs of system. Additionally, provide locations and points of contact as well as quantities of systems fielded. • A description of the proposed Commercial Off-the-Shelf detection system, to include functionality, gamma and neutron detection materials and dimensions, and a description of the user interface and information displayed. NOTE: Future government procurements will not include Helium-3 as the detection medium for neutrons. Vendors may offer Helium-3 neutron detectors, but are encourage to offer Helium-3 alternatives in place of or in addition to the Helium-3 components. Additional alternative detectors that are not commercially available but are intended for future development, could also be submitted. • Proof of compliance with American National Standards Institute or other industry standards • Evidence that the system is reliable in maritime operations • Electronic copy of the operator and/or technical manual(s) • The commercial off-the-shelf unit price Submission Instructions Electronic responses to this notice are to be emailed to the Contacting Officer, Danielle. Richardson, at danielle.richardson1@HQ.DHS.GOV or Contract Specialist Sid Routh at sid.routh@hq.dhs.gov no later than February 9, 2016 by 1:00 pm ET and include the following in their responses: • Confirm that you are interested in participating in the Small Vessel Standoff Detection Characterization Test • Point of Contact email, phone, title and address • Confirm that under a bailment agreement, you will be able to provide at least (1) Commercial Off-the-Shelf detection/identification system to Domestic Nuclear Detection Office no later than February 28, 2017 • Provide the information requested under "Information Sought" • Teleconference: In order to provide clarification on the Small Vessel Standoff Detection Characterization Test and coordinate the timeline and actions relative to the Bailment Agreement(s), the Small Vessel Standoff Detection Program Office will hold a teleconference with selected vendors on 10 February 2017. A dial number will be provided in a separate email to vendors responding to this Request for Information. Additionally, interested parties should provide responses to the following questions: o Is the proposed system available via the General Services Administration schedule or GSAAdvantage!®?
