- Software Development and Support Services Question & Answer (Q&A) This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUB Zone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The purpose of this requirement is to acquire professional non-severable IT program and technical services to support Office of Information Technology (OIT) and the Health Resources and Services Administration (HRSA) Bureaus and Offices with a variety of mission responsibilities in the areas of IT. The services will support for any and all phases of software design and development and maintenance to support users as they meet their mission, goals and objectives. Support shall address any phase of the entire Software Development Lifecycle (SDLC), including concept development, planning, requirements definition and analysis, systems design and development, coding and testing, deployment, implementation, integration, documentation and software application maintenance. Strategic planning support is also important as out year estimates are critical to Federal budget planning. Interested small businesses are encouraged to respond to this notice. Interested parties having the capabilities necessary to perform this requirement may submit capability statements in PDF format via email to Joshua Hunter (jhunter@hrsa.gov), no later than 5:00PM EST on Thursday, February 2, 2017. HRSA will allow all interested parties to submit questions in response to this Sources Sought Notice. Questions shall be submitted to Joshua Hunter(jhunter@hrsa.gov) no later than 5:00PM EST on Thursday, January 19, 2017. HRSA is under no obligation to consider responses to the Sources Sought Notice or questions received after the aforementioned due dates.
