- Biodata Form Solicitation The Millennium Challenge Corporation (MCC) is a United States government-owned corporation created in 2004, whose mission is to provide grant assistance to support economic growth and poverty reduction in select developing countries with a demonstrated commitment to just and democratic governance, economic (Compact) with MCC that includes a plan for achieving shared development objectives and the responsibilities of each country in achieving those objects. The Department of Compact Operations (DCO) is seeking a full-time Personal Services Contractor (PSC) to serve as a Director of Strategic Partnerships. The contractor support the development and implementation of partnerships with a wide range of actors to increase the reach and impact of MCC's compact programs and model and also support the use of innovative tools and methods to advance MCC's goals and development effectiveness practice more broadly. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through the most recent Federal Acquisition Circular located at https://www.acquisition.gov/?q=far_looseleaf. The following FAR provisions and clauses apply to this acquisition: 1) 52.212-1 Instructions to Offerors - Commercial Items, 2) 52.212-2 Evaluations - Commercial Items, 3) 52.212-3 Offeror Representations and Certifications - Commercial Items, 4) 52.212-4 Contract Terms and Conditions - Commercial Items (Alternate I), and 5) 52.212-5 Contract Terms and Conditions Required to Implement Statutes Or Executive Orders - Commercial Items OVERVIEW The Millennium Challenge Corporation (MCC) is seeking a full-time Personal Service Contractor (PSC) to perform the duties of a Director of Strategic Partnerships in the Department of Compact Operations. Within DCO, the Sector Operations Division is responsible for the development and oversight of MCC's agriculture, land, and human and community development investments; partnerships and innovation; gender integration and social inclusion; and procurement and fiscal accountability oversight of compact programs. The incumbent of this position, will report to the Senior Director, strategic partnerships (SP), within Sector Operations. SCOPE OF POSITION The Director of Strategic Partnerships will be responsible for (1) supporting the development and implementation of partnerships with a wide range of actors (e.g. other Federal agencies, non-governmental and civil society organizations, foundations, impact investors, bilateral and multilateral donors, regional organizations, and businesses) to increase the reach and impact of MCC's compact programs and model and (2) supporting the use of innovative tools and methods (e.g., social/ development impact bonds, grand challenges, big data, and mobile technologies) to advance MCC's goals and development effectiveness practice more broadly. PERIOD OF PERFORMANCE The base period of performance shall be from date of award one year (2,087 hours per year), renewable for up to four (4) years. CONTRACT AWARD Any contract resulting from this solicitation will be awarded solely to individual, not a firm.
