- Metalx Specialty Products' Chemical for Advanced Metal Finishing Facility (AMFF) The Government is conducting market research to identify potential sources that possess the capabilities and experience to provide a Metalx Specialty Products' produced nickel stripper to meet requirements of the Advanced Metal Finishing Facility (AMFF) at Robins Air Force Base. Source must be Metalx or a Metalx distributor/provider, and only chemical produced by Metalx Specialty Products is acceptable. Metalx Specialty Products business address: PO Box 1615/1333 Virginia Street, Lenoir NC 28645, (828) 758-4997. The Government does not own or have access to the data for these items. The Government has determined that this is a commercial item. Samples are not available for potential supplier evaluation. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. 52.215-3 -- Request for Information or Solicitation for Planning Purposes. (c) This solicitation is issued for the purpose of market research. INSTRUCTIONS: 1. The document(s) below contain a description of the AMFF Metalx product requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company's capability. 2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business. 3. Both large and small businesses are encouraged to participate in this Market Research. 4. Questions relative to this market survey should be addressed to the government Procurement Contracting Officer (PCO). Metalx Specialty Products' item for Advanced Metal Finishing Facility (AMFF) PURPOSE/DESCRIPTION The Government is conducting market research to identify potential sources capable of providing the below nickel stripper, produced by Metalx Specialty Products, to meet just-in-time requirements of the Advanced Metal Finishing Facility (AMFF) at Robins Air Force Base, Georgia. Item: Unit of Issue Annual Average Quantity Metalx B-9 60 lb. box, 250 lb. drum 4200 lbs. 420 lb. drum Source must be Metalx Specialty Products or its distributor/provider, and only B-9 nickel stripper produced by Metalx is acceptable. Metalx provides its product to Robins AFB through its distributors. This requirement is for justin- time delivery of above chemical produced by Metalx Specialty Products for support to the Robins Air Force Base AMFF. The supply strategy is a five-year Blanket Purchase Agreement (BPA), a basic plus four one-year option years, and will continue through FY22. The projected average yearly quantities are shown above. Government Purchase Card (GPC) will be used for individual calls/orders. The AMFF is an industrial plating shop already populated with above chemical from Metalx. Proprietary chemical sources cannot be mixed, and therefore this item must be produced and supported by Metalx Specialty Products. Due to AMFF limited storage space, just-in-time deliveries are required. Deliveries are anticipated at 15 calendar days for routine needs and 5 calendar days for urgent. General Capability Questions: 1. Describe briefly the capabilities of your facility and nature of the goods and/or services you provide. Include a description of your staff composition and management structure. 2. Describe your company's past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager). 3. Describe your company's experience in providing the item listed above. 4. Describe your company's capabilities for handling, processing, storing, shipping and delivering Hazardous material and data. 5. Describe your company's capabilities and experience in providing these products just-in-time. a. Include detailed listing of facilities and delivery equipment available to satisfy the requirements of this effort. b. What is your company's current maximum capacity per month for this particular type of requirement? Provide information on any facility reserves you may possess to increase capacity in the event of an immediate need due to critical operational mission requirements. c. Describe your process for maintaining and distributing Metalx's inventory, including ensuring products have adequate remaining shelf life when delivered to your customer. d. Describe your process/lead-time for acquiring chemicals that are difficult to obtain. 6. Describe your process for providing status to your customer as required. 7. What quality assurance processes and test qualification practices does your company employ? Provide a description of your quality program (ISO 9001, AS9100, etc.). a.
