- Description
- The U.S. State Department has initiated the process to acquire services in support of the Bureau of Diplomatic Security’s (DS) Supply Chain Management (SCM) program. DS is responsible for providing a safe and secure environment for the conduct of U.S. foreign policy. Every diplomatic mission in the world operates under a security program designed and maintained by DS. For over a decade, the Office of Security Technology (DS/C/ST) has managed the worldwide distribution of technical security products and services that range from highly sensitive access-control and monitoring systems to mobile and static personal protection technologies. Distribution is accomplished through the SCM program. The customers supported by the SCM program include the different bureaus within the Department, as well as a multitude of other U.S. government agencies associated with the Department. The sites that are supported by the SCM program vary from over 350 domestic and overseas locations housing U.S. embassies, consulates, and missions, to other domestic U.S. government-operated facilities. The SCM program is currently executed under a single prime contract that is in the final year of its period-of-performance. Consequently, the Department is now seeking sources for the required services. The Department is aware that innovation and a high degree of customer service are hallmarks of the global commercial SCM services market. Improvements in service delivery and costs will directly impact the security and safety of our diplomatic personnel. Therefore, the forthcoming acquisition will result in the award of a single, long-term contract. To this end, the Department will host a briefing to industry on April 3, 2017. This briefing will inform innovative and value-based commercial SCM service-providers of the Department’s needs and the circumstances applicable to the fulfillment of these needs. The briefing will take place in the Washington, DC – Metro area (i.e., Washington, DC or Arlington, VA). Attendance at the briefing will be limited to no more than three (3) representatives from each team of competitors. However, the Department may reduce this number to as few as one (1) representative due to capacity restrictions. In any case, information presented at the briefing will be available afterward. The Department will identify the precise location, as well as other pertinent information with a forthcoming notice. Registration to attend the briefing will be open no earlier than March 15, 2017. Related inquiries will not be addressed before this date.
