- MARKET RESEARCH PURPOSES ONLY NOT A REQUEST FOR PROPOSAL OR SOLICITATION The U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS) is conducting market research to support the National Center for Toxological Research (NCTR) requirement for Bldg. 53B – Renovation of Process Area. This is a Sources Sought notice to determine the availability of Small Businesses capable of supplying the required supply item/services. This notice is for planning purposes only, and does not constitute an invitation for Bids, Request for Proposal or Request for Quotation or an indication the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The appropriate NAICS code for the acquisition is 236220 -- Commercial and Institutional Building Construction; Small Business Size standards $36.5 MIL. Statement of Need: The U.S. Food and Drug Administration (FDA), National Center for Toxological Research requires Renovation of Bldg. 53B Processing Area at the facility located at Jefferson, Arkansas. Building 53B has been used in the past for research purposes, which included animal housing and animal processing equipment to clean/sterilize the animal cages and racks. This area includes the process area on the first floor of the building (approximately 5,145 square feet), air handling unit room on the second floor (approximately 885 square feet), and the exhaust fan room on the second floor (approximately 265 square feet). Renovation of this area is critical to the research mission to have reliable and efficient equipment for animal care. The area was last renovated in the mid 1980’s and the equipment has served its useful life This requirement will consist of the base period and one (1) option item: Base Period: Furnish all labor, equipment, material, and transportation for Renovation of Bldg. 53B Processing Area in accordance with the below minimum requirements. Option Item 1. This work includes the installation of a new dirty bedding transport system and dump area adjacent to the exterior of the building. Minimum Requirements (but not limited to): 1. Architectural : Selective Demolition • The existing process equipment will be removed • The existing topping slab (approximately 4” thick) will be removed as well as the integral turned-up base and finish • The majority of the exis ting ceiling will be removed including existing lighting fixtures Design Description • Infill existing pit areas to elevations relative to existing finish floor for new process equipment. • Install and connect utilities to process equipment. • Pour new topping slab. • Install new gypsum board ceiling and light fixtures Finishes • Epoxy vinyl flake floor with sloping integral base. • Epoxy painted existing CMU walls • Epoxy painted gypsum board ceiling 2. Fire Protection Design Description: A new sprinkler riser will be added to protect the portions of 53B in the Scope of Work. The riser will be sized to accommodate a full 52,000 sqft maximum system size for maximum expansion. The existing fire alarm system will be expanded to serve the areas of 53B as noted above. 3. Electrical : Design Description The existing electrical devices, lighting and power, will be demolished in the designated areas. New lighting and power will be installed. Power for the new equipment will be installed. Power Distribution The panels on the first floor in area B will be replaced with new panels of same or greater ratings and quantity of poles. Existing feeders will be reused and reconnected. New breakers will be provided for all circuits with matching breaker ratings for existing circuits not being changed out and breaker ratings as indicated for new circuits. Mechanical devices that are being demolished will have the electrical devices associated with them removed back to the MCC or panel serving the equipment. Circuit breakers or fused switches will be marked as spare, reused for new equipment, or replaced with the appropriately rated devices for new equipment. Existing circuits that serve both devices to be demolished and devices to remain will be modified so that devices to remain will remain operative during construction. Interior Lighting Light fixtures in the areas of work will be replaced with new LED fixtures, with the exception of four fixtures to remain. The existing circuits will be reused for lighting circuits. The lighting will be manual switch only due to safety requirements. Systems Existing communications/data jacks and drops to remain in place and be undamaged during construction. 4. HVAC Systems & Equipment: Design Description Design includes the replacement of existing HVAC systems with new, including new welded stainless steel ductwork for the exhaust from the process equipment. Two existing air handlers will be combined into one and installed in the current air handler room on the second floor. Dedicated process and general exhaust fans (total of three) will be located on the roof. All existing utilities for the new process equipment will be demolished back to the main supply lines and replaced with new. Condensate return pumps on the first and second floors serving the process equipment will be replaced in kind. Shell and Tube hot water heater located in first floor electrical room will be replaced and relocated to the second floor air handler room. New piping will be extended to the ne w heat exchanger’s location. All existing mechanical piping routed above north and south corridors between grid line 11 and isolation valves installed during area 53A renovation will be replaced in kind. Lines size isolation valves will be installed at the reconnection points along grid line 11. Automatic Temperature Controls Room differential pressure controls will be installed to monitor and alarm to maintain room pressure relationships. Variable speed fans (supply & exhaust) will be controlled by differential pressure sensors. 5. Plumbing Systems & Equipment Design Description Existing acid waste and sanitary sewer piping below slab has been scoped and deemed acceptable for reuse. Exposed sanitary sewer piping serving the second floor will be replaced. All existing utilities for the new process equipment will be demolished back to the main supply lines and replaced with new. All existing plumbing piping routed above north and south corridors between grid line 11 and isolation valves installed during area 53A renovation will be replaced in kind. Lines size isolation valves will be installed at the reconnection points along grid line 11. Period of Performance: The base period and option item 1 period of performance will be 365 calendar days after issuance of the notice to proceed. The project magnitude is between $1 million and $15 million. Though the target audience is small business or small businesses capable of providing baboons from another small business, all interested parties may respond. At a minimum, responses shall include the following: 1. Business name and bio, DUNS number, business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, SDB, WOSB, LB), point of contact name, mailing address (if different from business address), phone number and email address. Provide this same information again if responding to provide a service offered by another firm. 2. Firms believing they can meet the requirements above shall furnish capability statements sufficiently detailed for the Government to conclusively determine the experience and qualifications of the firm for the above project. Respondents shall limit their capability statements to no more than ten (10) pages, excluding cover page and table of contents. At a minimum, responses shall include the following: a. Cover page shall include, at a minimum, Business name, DUNS number, business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, SDB, WOSB, LB), point of contact name, mailing address (if different from business address), phone number and email address. b. Capability statements must provide detailed references and experience similar to the work described above performed by the contractor in the last three (3) years. For each prior experience reference provide description of work, contract value, customer name and point of contact, customer address, customer telephone number, and any other information to demonstrate qualifications. Indicate if the firm was the prime contractor and installer or subcontractor. c. Capability statement shall provide proof of bonding capability (note magnitude of construction project above). 3. If applicable, identification of the firm's GSA Schedule contract(s) by Schedule number and SINs that are applicable to this potential requirement are also requested. If a large business, provide if subcontracting opportunities exist for small business concerns. The Government is not responsible for locating or securing any information, not identified in the response.
