Description

In accordance with FAR 6.3021, DLA Energy intends to award a Sole Source Firm Fixed Price Contract to ASTM International. This award is for a subscription/publication that provides DLA Energy unlimited electronic access to unlimited users to ASTM Custom Compass Collection of active standards and test methods. This is an annual membership with 1 base year and 4 one-year options. The delivery period will be (04/01/2017 to 03/31/2022). This notice of intent is not a request for proposals or quotations; however, any challenges to this sole source must be received in writing and sent to dlaea.bps@dla.mil to be considered by the Government for the purpose of determining whether or not to compete the requirement. Challenges must include information sufficient to enable the Government to make a determination that an equivalent service exists which would meet the Government's needs as stated herein. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
