Description

This is a Combined Synopsis/Solicitation Notice that the National Cemetery Administration will be soliciting offers under Solicitation Number VA786-17-Q-0187 for Washington State Veteran Cemetery, after it posts to Federal Business Opportunities (FBO). This acquisition is 100% Set-Aside for Small Business. The NAICS Code is 327991 Cut Stone and Stone Product Manufacturing. The Contractor shall provide all labor, material, equipment, tools and supply Blank Granite Niche Covers (H1) & Memorial Wall Markers (C1) at Washington State Veteran Cemetery, 21700 West Espanola Road, Medical Lake, Washington 99022. Electronic solicitations will be available for download from Federal Business Opportunities (FedBizOpps) at http://www.FedBizOpps.gov on or after 26 January 2017. No paper copies will be issued. Offerors are advised that they are also responsible for obtaining and signing/dating ALL Amendments to the solicitation which will be available at FedBizOpps. (Solicitation posting, to FBO, date is subject to change as necessary and an Amendment to this Pre-solicitation will be posted if the date changes). Proposals are due at 12:00 PM. EST on 10 February 2017. This is a combined synopsis/solicitation for commercial supplies and prepared in accordance with the format in FAR Subpart 12.6 streamlined procedures for evaluation and solicitation for commercial items-as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate solicitation document will not be issued. The solicitation is being issued using simplified acquisition procedures. Solicitation VA786-17-Q-0187 is being issued as a request for quote (RFQ). This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). All responsible sources may submit a quote. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2005-89 and are available in full text through internet access at http://www.acquisition.gov/far Evaluation criteria for this award will be Lowest Price Technically Acceptable (LPTA). Award will be made to the vendor whose price is lowest amongst all proposals provided and is deemed to be technically acceptable. Having the lowest price does not automatically constitute the premise for award. If your proposal is the lowest price, but your product does not meet the salient characteristics as set forth in the Solicitation and Statement of Work and an approved Sample by the Memorial Program Services, you will not be awarded the contract. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on Request a user account to register. Proposal transmission/uploads shall be completed by the date/time specified in the SOLICITATION. Late or incomplete proposals will not be considered. No telephone requests/questions will be accepted.
