Description
The 82d Contracting Squadron (82 CONS), Sheppard AFB, TX is conducting preliminary planning market research in accordance with (IAW) the Federal Acquisition Regulation (FAR) Part 10, Market Research, to obtain information from potential eligible and interested contractors for an anticipated four-year, firm-fixed price (FFP), indefinite delivery/indefinite quantity (IDIQ) construction contract for a broad range of maintenance, repair and minor construction requirements. This will be a four-year requirement, not to exceed $6M, with task orders ranging from approximately $50K to $750K. The associated North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction, with a small business size standard of $36.5M. The Contracting Officer anticipates that the contractor will self-perform a minimum of 15% of the contract value. IAW FAR 19.203(c), the anticipated acquisition will be a competitive 8(as) Program set-aside since the requirement has been accepted by the Small Business Administration (SBA) under the 8(a) Program. The Government is interested in determining if there are certified 8(a) vendors with a bonafide place of business located in the States of Texas or Oklahoma who are interested in and capable of meeting this requirement. DESCRIPTION OF WORK: The contractor shall furnish all management, personnel, vehicles, supplies, equipment, etc. required to perform work. The general scope of the requirements will be to perform multiple task orders at one time, conducting repair and renovation of buildings. Work could include any of the following (non-exhaustive) list: repair or replacement of mechanical, electrical or fire protection and detection systems; concrete; asphalt; repairs related to building renovation or demolition; interior remodel work including carpentry, painting, floor and wall covering; renovation of historic structures; repair or replacement of infrastructure systems; correction of drainage problems; repair or upgrade of structural problems, including seismic upgrades; repair or replacement of roofing, siding, windows, doors or other miscellaneous architectural elements, etc., at Sheppard AFB, TX; including the Lake Texoma Annex, TX and Frederick Airfield, OK. Work may be accomplished in different types of facilities including: administrative, industrial, warehouses, hangars, etc. This acquisition will require a contractor with experience and expertise capable of managing multiple task orders simultaneously, which will require construction scheduling, cost estimating, quality control, and coordination of subcontractors in a wide variety of construction trades. The Military Family Housing at Sheppard AFB is privatized and excluded from the scope of this effort. The selected contractor will be required to hold all applicable licenses, permits and/or certificates, and any other items necessary to perform work; and will be responsible for insuring that any subcontractors hold the same. Responsible, capable and interested 8(a) vendors must submit a Capability Statement response to this Sources Sought with the following information: 1. Company name, CAGE code, and DUNS number 2. Name of point of contact, address, telephone number, and e-mail address 3. Confirmation of 8(a) Program status 4. Bonding capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) 5. Description of up to ten (10) similar projects completed by your company as a prime contractor within the past five (5) years, including the following applicable information: (a) dollar amount of the contract; (b) brief description of the technical requirements of the project; (c) description of the work that was performed and whether it was self-performed or performed by a subcontractor (if performed by a subcontractor, identify the subcontractor); (d) indicate how long it took to complete the work from start to finish; (e) name, address, point of contact and phone number of the customer/organization for which the work was done. 6. Indicate if your company is has, or is currently doing business in the commercial or Government sector 7. NAICS your company has performed under for Government contracts 8. Your interest in providing a proposal, should a proposal be issued 9. Your capability to perform a contract of this magnitude and complexity 10. Your type of business and business size 11. Joint Venture information, existing and potential, if applicable THERE IS NO SOLICITATION AT THIS TIME. This is a request for information/sources sought announcement and is for PLANNING PURPOSES ONLY. The request for capability information does not constitute a request for proposal; no contract will be awarded from this notice. This notice is not to be construed as a commitment by the Government. Submission of any information in response to this market survey is purely voluntary. The Government assumes no financial responsibility for any costs incurred. The Government is under no obligation to acknowledge receipt of any information received or provide feedback to respondents with respect to any information submitted. Telephone inquiries WILL NOT be accepted or acknowledged. Respondents WILL NOT be notified of the results of the Sources Sought. All data received in response to this Sources Sought announcement marked or designated as corporate or proprietary information will be fully protected from release outside the Government. There will be no debriefing, evaluation letters, and/or results issued to responders. Responses will assist the Government in determining whether to set-aside/restrict competition in some way or solicit offers from all responsible sources. If a solicitation is issued, it will be announced at a later date. All interested parties must respond to that solicitation announcement separately from the response to this notice and are responsible for monitoring the Federal Business Opportunities (FBO) website for the posting of any solicitation or subsequent updates. Interested vendors should submit a Capability Statement response no later than 1400 hours (2:00 pm) Central Time on 16 February 2017 via e-mail to the Contract Administrator, RoShona Anderson, at roshona.anderson.1@us.af.mil and the Contracting Officer, Terra Brown, at terra.brown@us.af.mil.
