Description
Description: The Government intends to issue a Request for Proposal (RFP) later in Calendar Year 2017 for Technical Support Services for the US Navy's Dry Deck Shelters. The DDS, when installed on a Host Submarine, provide the capability to support various Special Operating Forces (SOF) missions. The DDS Technical Support Services Contract will primarily include the following efforts: 1. Design, fabrication, kitting, installation and testing of DDS and Host Submarine Configuration Changes including Field Changes (FC), Temporary Alterations, Temporary Modifications, and Ship Alterations on SOF designated SSGN and Virginia Class submarines. This effort may include the major modification and modernization of multiple DDSs to incorporate the remote controlled Hangar Outer Door (HOD), 50 inch extension, high capacity Payload-Launch and Recovery System (P-LARS), and the capability to remotely control the Hangar operations from the host submarine command and control station. 2. Execute DDS Restricted Availabilities (RAV) on an average of three DDSs per FY. DDS RAVs are 60 - 180 Days in duration. This includes pre-RAV planning efforts, material procurement, and production efforts. Technical Availabilities (TAV), will be assigned by WARCOM on an 'as needed' basis. 3. Execute DDS Initial Fit-Ups (IFU) or DDS Cross-fits. These efforts are normally 70 days in duration and they include planning, fabrication, kitting and installation of the DDS on a host submarine. Post-installation support includes dockside unmanned and manned post-production work, testing, and certification events. 4. Execute DDS Emergent Inspection and Repair. This could involve travel to forward operating bases outside the continental United States. 5. Maintain the DDS Rotatable Pool and associated Government Furnished Property (GFP). This includes the management and maintenance of equipment and/or tooling which is unique to the DDS Program and which is not normally stocked by the Defense Logistics Agency or the Naval Supply Systems Command. 6. Provide DDS Engineering, Technical, and Programmatic Services. This is "Waterfront" Engineering and Technical Support for FCs, RAVs, TAVs, and Emergent Inspections and Repair taskings. 7. Execute DDS Regular Overhaul (ROH). ROHs are conducted every 10 years and include Depot level maintenance and repairs. The Offeror will conduct the assigned ROH per a baseline Overhaul Work Package (OWP). The DDS ROH entails, but is not limited to: blast and paint the interior and exterior of the DDS; restore or replace the hangar inner door, chamber watertight door, and refurbishment of the HOD based on inspections during disassembly, refurbishment and re-installation; rip-out, refurbishment, and re-installation of all electrical components and wiring; and the rip-out, refurbishment and re-installation of all piping and associated components from all systems. During this period non-destructive testing and inspections are accomplished on the pressure hull, hemi-heads, and structural components. In support of this DDS Technical Support Services Solicitation effort, the Government will hold an Industry Day at Naval Special Warfare Group THREE Detachment Little Creek with DDS-03P, from 0900 to 1200 on 28 February 2017. During the Industry Day presentation, NAVSEA will provide an overview of the planned scope of the DDS Technical Support Services Contract. Attendees will be afforded the opportunity to ask questions about DDS operations or the planned DDS Program Technical Services Support efforts during the Industry Day. NSWG-3 Det LC is located at on Naval Amphibious Base Little Creek in Norfolk VA. The physical address for the compound is 1875 Cove Road Norfolk, VA 23459. All interested parties shall submit their intention to participate, including the company's name, address and Point of Contacts (email and phone number) to Ms. Tchwan Slye, SEA 02, at tchwan.slye@navy.mil and Mr. Peter Agyei-sarpong, SEA 02, at peter.agyei-sarpong@navy.mil for this effort by COB 6 February 2017. Parties are requested to forward security clearance information for all attendees to NSWG-3 Det LC via JPAS (SMO Code N088426, Ref: DDS Industry Day). For parties without access to JPAS, information shall be forwarded to NSWG-3 Det LC POC, IT1 Nathan Brown at nathan.brown3@socom.mil. The agenda will be promulgated to all parties expressing interest by 10 Feb 2017.
