PRICE AS A DELIVERED PRICE TO FERMILAB. This is a best value procurement. Award will be made to the proposal that represents the best value to Fermilab. PROPOSAL EVALUATION This solicitation will be conducted using "Best Value" evaluation that results in an award that is most advantageous to Fermilab. Best Value Selection is based on the premise that if all offers are of approximately equal qualitative merit, award will be made to the offeror(s) with the lowerst evaluated price (cost) of the proposals received. However, Fermilab will consider awarding to the offeror(s) with a higher evaluated price (cost) if the offer demonstrates the difference in price (cost) is commensurate with the higher qualitative merit. Conversely, Fermilab will consider awarding to the offeror(s) with a lower evaluated qualitative merit if the price (cost) differential between it and other offers warrants doing so. Fermilab shall evaluate vendor proposals on a "Best Value" basis. Proposals shall be evaluated using both technical criteria and cost. Fermilab shall use the following criteria in order of importance to evaluate and rate each proposal: 1. Suitability of material for winding 2. Tolerance to radiation 3. Permeability to CO2 4. Material's average magnetic permeability 5. Batch size and schedule (Please see full specification for details on evaluation criteria. Contact sgaugel@fnal.gov to receive full specification). Please contact Fermilab if details of test methods are required. Please supply enough information on the above three criteria in order for Fermilab to be able to evaluate. Offeror to package components adequately to prevent damage while in transit to Fermilab. Email correspondence regarding this request must have the ID number noted above in the subject line.
