Description
Department of Veterans Affairs Veterans Health Administration Sources Sought Notice Requirement: Propane Deliveries. Notice ID: VA241-17-Q-0156 This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA s understanding of the market s offered products, services and capabilities. The Government will not pay any costs for responses submitted in response to this Sources Sought. This Sources Sought notice provides an opportunity for respondents to submit their notice of ability, and their available products and services in response to the requirement described below. Vendors are being invited to submit information relative to their potential of fulfilling the requirement below, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. The Veterans Health Administration (VHA) is seeking a vendor to provide the following products and services below, brand name or equal in specifications. Please see the General Requirements section below for the requested products/services and descriptions. This Sources Sought is to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. General Requirements: The Department of Veterans Affairs, VISN 1, Togus VA Medical Center located at 810 Eastern Ave, Augusta, ME 04330, is seeking a contractor to provide propane for throughout the entire campus for the period of date of contract through September 30, 2017. Provide an estimated 29,000 gallons of propane at the Department of Veterans Affairs, Togus VA Medical Center located at 810 Eastern Ave, Augusta, ME 04330. The supplier shall calculate heating degree days to schedule fuel deliveries but will also be available on a will-call/as-needed basis for emergencies or extremely cold periods when higher fuel consumption could affect calculated heating degree days. All requests for emergency fuel deliveries must be filled within 24 hours from the time the order is placed. Planned deliveries shall be on Tuesday morning starting at 8:30 AM EST. All fuel deliveries (except emergencies) have to end by 3 PM EST to prevent overtime expenses by the agency. Deliveries are to the following locations: VAMC, 810 Eastern Ave, ME Bldg Q1 (1000 gal) VAMC, 810 Eastern Ave, ME Bldg Q2 (1000 gal) VAMC, 810 Eastern Ave, ME Bldg Q3 (1000 gal) VAMC, 810 Eastern Ave, ME Bldg Q4 (1000 gal) VAMC, 810 Eastern Ave, ME Bldg MB1 (1000 gal) VAMC, 810 Eastern Ave, ME Bldg MB3 (1000 gal) VAMC, 810 Eastern Ave, ME Bldg B255 (1000 gal) VAMC, 810 Eastern Ave, ME Bldg Dental (50 gal) VAMC, 810 Eastern Ave, ME Bldg 238 (120 gal) VAMC, 810 Eastern Ave, ME Bldg 245 (325 gal) VAMC, 810 Eastern Ave, ME Bldg Gazebo (120 gal) VAMC, 810 Eastern Ave, ME Bldg 211 (50 gal) Local point of contact for deliveries is Tyler Watson at (207) 623-8411 ext 7358. Special Requirements: Supplier will provide all propane tanks as required. Supplier will provide a certification for each shipment or delivery that includes: Name of fuel supplier Date of delivery Volume of fuel delivered in shipment per location. Either separate invoice for each tank or a breakdown by tank on one invoice The fuel supplier must submit a comprehensive Spill Prevention & Response Plan for approval before an award will be made. The supplier must prove that they can effectively prevent and contain any fuel spills and prevent contamination. The contractor must certify that their drivers have been trained on spill prevention. They must also prove that they have an effective means of communication during a spill containing 10 or more gallons. This plan shall include emergency contact numbers for: their own company, remediation companies and State & Federal authorities in the event of a major fuel spill containing 10 or more gallons. The agency has its own spill plan and does deploy emergency response teams as well. The agency also has a Safety department that will make required State & Federal notifications in the event of a spill. This does not relieve the contractor from knowing what to do or who to call during the unlikely event of major oil spill. All interested parties MUST be registered in the System for Award Management (SAMS) Database. Contractors may submit all proposals and quotes to the Contracting Specialist Brent Abare no later than February 2, 2017 at Midnight. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. No debriefs will be conducted. Eligibility in participating in a future acquisition does not depend upon a response to this notice. Proprietary information is neither requested nor desired. If such information is submitted, it must clearly be marked "proprietary" on every sheet containing such information, and the proprietary information must be segregated to the maximum extent practicable from other portions of the response (e.g., use an attachment or exhibit). Timeline: This request will close on stated date within the Government Point of Entry (GPE). Submittal: In your response, please provide the following information based on the requirement. Your company s capability of fulfilling this requirement and providing the products as it is described. If you are submitting an equal product, please provide detailed information, specs, brochures, etc., for all of your equal items/products. Does your company carry these products on the FSS schedule? Please also provide name of company, company address, a contact person s name, telephone number, fax number and email address. DUNS number, and indicate if actively registered on System for award management (SAM) Contractual vehicles the company holds, such as NAC or GSA schedules. Socio-economic Status & NAICS Code: State the size of your company [e.g., 8(a) (including graduation date), HUBZone-certified small business, Service-Disabled Veteran-Owned small business, small business, large business, etc.]. Notes: This Sources Sought is for planning purposes only, and does not constitute a commitment, implied or otherwise, that a procurement action will follow. The Department of Veterans Affairs will use the information submitted in response to this notice at its discretion and will not provide comments to any submission; however, The Department of Veterans Affairs reserves the right to contact any respondent to this notice for the sole purpose of enhancing The Department of Veteran Affairs understanding of the notice submission.
