Description
Notice of Intent for Award of a sole source purchase order to Horizon Performance for the service and software licensing for the rapid deployment of a customized holistic individual assessment system (as part of the Battlefield Airman (BA) Human Capital tracking program) to be built off the existing assessment system currently in use by 342nd Training Squadron (342 TRS). THIS IS NOT A REQUEST FOR PROPOSAL/QUOTE. The FSC code is D399, the NAICS code is 541511, and the size standard is $27.5M. The 377 MSG/Contracting Division Kirtland AFB, NM intend to award a sole source contract to Horizon Performance (HP) for the purchase of software, service and licensing. The BA Training Group (TG) requires a Human Capital management strategy that effectively spans across all phases of the training enterprise. This is for Phase II. The BA Human Capital tracking program will be implemeted across various training groups and interoperability and continuity of data across the training enterprise will be imperative. Through extensive market research, HP was determined to be the only vendor with generative manpower/technological capacity to meet BA TG enterprise level requirements. HP is the only vendor to demonstrate proof of concept within elite special operations communities at the enterprise level. HP has proven this product through successful performance in other training programs. As this software and service provided by Horizon Performance spans across various training groups, they are the only source to be considered in order for 342 TRS to be operational as part of the training enterprise. This also requires the use of HP proprietary software, GIDEONSOFT, which will be necessary to facilitate the interoperability and continuity of data across the training enterprises and phases. Interested vendors may identify their interest and capability to respond to this requirement within fifteen (15) days of this announcement.
