- Solicitation Amendment with questions and answers THE SOLICITATION NUMBER HAS BEEN UPDATED: N66604-17-R-0064 replaces N66604-15-R-3315. The formal solicitation is hereby released The Naval Undersea Warfare Division, Newport (NUWCDIVNPT) contracting department; closing date is 24 March 2017 - 2:00 PM EST. All questions and comments shall be addressed directly to Brian K. Rochelle at brian.rochelle@navy.mil. Deadline for Industry Submission of Questions is hereby established. The deadline for RFP questions submission is 02/07/17 - 2:00 PM EST. The resultant contract will be a five year Indefinite Delivery Indefinite Quantity (IDIQ) and is expected to include Firm Fixed Price (FFP) Production units, Engineering and Technical Services will be procured on a Cost Plus Fixed Fee basis, and Other Direct Costs (ODCs) on a Cost basis. A Distribution D Specification package will be made available in CD format upon request to JCP Certified Contractors via the FedBizOpps Portal and are hereby identified as attachments. As a condition of receiving DOD or DND controlled technical data, the contractor agrees to use the data only in ways mandated by DOD Directive 5230.25 or the TDCR (Technical Data Control Regulations). For information regarding JCP registration go to http://www.dlis.dla.mil/jcp/. This solicitation is issued on a Full and Open competitive basis for the manufacture of the OK-410(V)4 Handling and Stowage Group (H&SG) systems. This procurement is for approximately 28 total units of the major assemblies (units) of the H&SG which include : Winch Assembly, Level-Wind Assembly, Overboarding Fairlead Assembly, Control Station Assembly, Power Distribution Panel, Maintenance Kit, Control Console Protection Assembly, Safety Rail Assemblies and Cable Assemblies. The RFP and related files listed under solicitation number N66604-17-R-0064 will be issued electronically. Best Value Trade-Off evaluation factors will be utilized. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. Vendors wishing an electronic copy may download it directly to their workstation on or after the date of issuance by accessing the following address via the internet site or URL: https://www.fbo.gov. The Government does not commit to providing a response to all comments or questions. The subsequent revision to any specification or this RFP based on comments received remains solely at the Government's discretion. Access to the unclassified information involved in this RFP does not imply that foreign contractors can fully participate in this procurement. Should a foreign company choose to bid as a prime contractor, please notify the Contracting Negotiator identified below immediately. No further information can be released to a foreign entity until a favorable foreign disclosure decision is processed. If a foreign offeror decides to team with a U.S. prime contractor then the U.S. prime contractor must comply with the Department of State 22CFR Parts 120-130 and submit a request for an export license. No comments, questions, or inquiries shall be made to any Government person other than the point of contact identified below. This notice shall not be construed as a promise to contract or commitment of any kind. This information is subject to modification and in no way binds the Government to award a contract. A Pre-Solicitation Conference was held at NUWCDIVNPT on September 17, 2015 at the NUWCDIVNPT Undersea Collaboration & Technology Outreach Center (UCTOC), building 80, Newport, RI 02841 from 9:00 am - 11:00 am (EST) to provide interested parties with technical information and solicit feedback on the OK-410(V)4 Handling and Stowage Group (H&SG) systems configuration requirement. A copy of the attendee's list and slide presentation from the September 17, 2015 pre-solicitation conference are provided as attachments. Vendors must be registered in the System for Award Management (SAM) database at web portal www.sam.gov. This web portal consolidates the capabilities of the Central Contract Registry (CCR) and Online Representations and Certifications (ORCA). Annual updates to suppliers' registration will be required. No Internet Quoting Service (IQS) or Electronic Bulletin Board (EBB) quotes will be accepted for this solicitation. The solicitation and any subsequent amendments will be posted to the FEDBIZOPPS.gov website. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for monitoring the site for any amendments.
