- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole-source, fixed price blanket purchase agreement (BPA) with Nikon Inc., 1300 Walt Whitman Road, Melville, NY, 11747-3012 for the purpose of procuring repair services for its existing Nikon, Inc. photographic equipment inventory. The Federal Bureau of Investigation has a large inventory of Nikon Photographic equipment that is maintained by the Operational Projects Unit (OPU), Laboratory Division. The total inventory exceeds a replacement cost of $20,000,000.00. OPU averages one hundred and fifty repairs with Nikon each year. A BPA with Nikon, Inc. would allow OPU a mechanism for acquiring repair services as needed to support the OPU Field Photography Program, OPU forensics cases and to prepare for emergency response missions. Nikon, Inc. is the only vendor capable of providing all of the repair services to the FBI's existing Nikon photographic equipment. All repairs must be performed by an Authorized Repair station to maintain the manufactures warranty. Although Nikon does have Authorized Repair Stations that are independent businesses, Nikon not does not authorize them to repair all of the Nikon equipment such as lenses. Therefore, Nikon is the only vendor that is capable of meeting OPU's requirement for repair services for its entire inventory of Nikon equipment. Based on market research, and Government end-users, it has been determined that Nikon Inc. is the sole source to provide all the required repair services for the FBI's existing inventory of Nikon photographic equipment. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 811211 Consumer Electronics Repair and Maintenance. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interests and capability to respond to this requirement to the attention of: Kemper Wood, email address: Kemper.Wood@ic.fbi.gov by Tuesday January, 31 (3:00 pm Eastern). Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
