Description
The U.S. Department of Labor, Employment and Training Administration, Division of Job Corps, intends to award a sole source contract to CHP International, Inc., 1040 North Boulevard, Suite 220, Oak Park, IL 60301. The statutory authority permitting the acquisition of the requirement by other than full and open competition is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy the agency requirements. Job Corps is a national training program that provides comprehensive academic, residential and career technical training services to approximately 60,000 disadvantaged youth each year at 125 Job Corps centers nationwide. The subject requirement requires the contractor to continue to provide material, services, and all necessary personnel to operate a Job Corps Outreach/Admissions program as set forth in the Workforce Innovation and Opportunity Act (WIOA) of 2014 and the Job Corps Policy and Requirements Handbook. The basic purpose of the Outreach and Admissions program is to provide a comprehensive approach to ensure that sufficient numbers of disadvantaged youth between the ages of 16 and 24 are enrolled in specified Job Corps Centers. The contractor shall be expected to recruit and screen sufficient numbers of applicants to generate sufficient numbers of arrivals to maintain the Job Corps Centers at average on board strength of 100% of design capacity. The Job Corps Centers that are to receive the Outreach and Admissions support are; Cassadaga, Delaware Valley, Glenmont, Iroquois and Oneonta. The anticipated period of performance is a twelve (12) month base period with an option to extend the term of the contract for another twelve (12) months, (structured as two 6 month options). This is a Special Notice of the Intent to award sole source contract. It is published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. No responses to the Notice of Intent to sole source are anticipated.
