- NASA Ames Research Center (ARC) is hereby soliciting information about potential sources for vendors to provide X-ray Computed Tomography (CT) screening services for large (1 meter diameter) heatshield units made for manufacturing demonstration and testing, to certify that they were made without flaws. A draft Statement of Work (SOW) is attached to this Request for Information (RFI). A similar RFI was posted in May 2015 for this requirement, but a solicitation never was issued. If your company submitted a response at that time, you do not need to submit a response; if your capability to perform the work has changed, an update would be appreciated. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. The following is a list of Requested Information that NASA seeks from industry about this requirement: 1.Provide information on the CT machine you are planning to use to complete these scans (size limitations, detector resolution, X-ray source power, etc.) 2.Describe the strategy you will use to scan the bondline (TPS to carrier structure bond) under acreage tiles and how you will scan seam regions (gap filler to acreage tile bond) including an estimate of the total number of scans it will take to scan these regions. 3.Provide an estimate of image resolution (voxel size) you believe you can achieve for the regions of interest described in this RFI. 4.Provide a description of how to minimize the impact of the NON-removable metallic ring in the carrier structure from detrimentally affect scan quality and resolution. 5.Provide a brief description of the holding fixture you will use to scan these units. 6.Describe what type of data may be delivered upon the completion of scans (such as. point cloud data, software to view data, videos) 7.Describe any additional data processing services that your organization may offer (such as efficient ways to extract CT data in the seam and bondline regions despite their complex geometry, scripts for auto-detection of defects of certain size and shape,etc). 8.Provide an estimate of how long it takes to complete each of the required scans. 9.Will your organization need a smaller piece of material ahead of the larger units to guide technique development? If so, please describe the required material and the nature of development work that is anticipated. 10.Provide a summary of your organization's relevant experience with thermal protection materials and experience scanning articles of size similar to the units shown in this RFI. 11.While the immediate need is for scanning 1m-diameter heatshields, showing extensibility to larger heatshields (as large as 2.5 m in diameter) is of interest. What is the largest article your organization is capable of scanning? 12.Provide estimated cost and schedule for each of the scanning activities described in this RFI including the cost of scans, data preparation and fixture design. 13.For federal contracting purposes would you consider the described services to be of a commercial or non-commercial nature? 14.Does the North American Industry Classification System (NAICS) code of 541380, Testing Laboratories, with a SBA size standard of $15M see appropriate for a future procurement? 15.What is your company business size/ socioeconomic status for NAICS 541380? ARC is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-Owned (WOSB), Veteran Owned (VOSB), Service-Disabled Veteran Owned (SDVOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities/Minority Institutions for the purposes of determining the appropriate level of competition. The Government reserves the right to consider a Small, 8(a), WOSB, SDVOSB, or HUB Zone business set-aside based on responses hereto. Responses to this RFI must include the following information with their capabilities: company name, address, points of contact, phone number, e-mail, website (if applicable), and name of parent company (if applicable). Also required is information about the vendor's business size (i.e., large, small, SDB, WOSB, VOSB, SDVOSB), whether the firm is under a GSA Schedule Contract for this product or service, and which industries the vendor identifies itself with in the North American Industry Classification System (NAICS). The NAICS code planned for this procurement is 541380, Testing Laboratories, with a small business size standard of $15 million average annual receipts. Please advise if the requirement is considered to be a commercial or commercial-type service. A commercial item is defined in FAR 2.101. Responses to this RFI are due by the date and time specified in this posting. The schedule, method of solicitation, type of contract, set-aside potential, selection criteria, pricing structure, and other considerations to be used will depend on NASA's analysis of the responses received from this RFI. This information is being made available for market research planning purposes only, subject to FAR clause 52.215-3, Request for Information or Solicitation for Planning Purposes. It does not constitute a Request for Proposal, and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. This RFI is subject to review or cancellation at any time. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis. Following this initial feedback, as part of its market research, NASA may conduct one-on-one meetings with potential contractors. These meetings will allow for exchange of information and will provide an opportunity for potential offerors to provide feedback on the Government's requirements and its acquisition approach. All information received in response to this RFI that is marked "Proprietary" will be handled and protected accordingly. As applicable, NASA may provide proprietary information to its support service contractors who are under an obligation to keep third-party proprietary information in confidence. By submitting a response to this RFI, the responder is deemed to have consented to release of proprietary information to such NASA support service contractors.
